Indy dinner raises SBO,OOO
Kennedy, Bayh begin campaigns
By DANIEL BEEGAN Associated Press Writer INDIANAPOLIS tAP) - Sen. Bircti Bayh, with a little help from Sen. Edward M. Kennedy, kicked off his campaign for an unprecedented fourth Senate term with a fundraising dinner which raised about SBO,OOO. The Friday dinner, featuring Kennedy and Democratic Sens. David Pryor of Arkansas and Donald Riegle of Michigan, was billed as a birthday party for Bayh. who turns 52 on Tuesday. At the same time. Kennedy, who met privately with supporters during a break in the Bayh festivities, launched his own Indiana campaign for the presidency. Kennedy spokesman Donald J Dowd told reporters that Kennedy had assured supporters he would run a full-scale campaign in Indiana, geared toward the state’s May primary election.
Although Bayh and his supporters made it clear the senator is running for re-election. Bayh did not announce his candidacy formally. He said that announcement would come sometime before March 7. His voice choking with emotion, Bayh credited God, his friends across Indiana and his son, Evan, with sustaining him through the last year, which saw the death of his wife, Marvella. "I’m sure all of you can understand now, if you could not understand before, I have been sustained by the friendship, the comradiare and the love of a most wonderful son,” Bayh said. ■ Evan, 24. is serving as Bayh’s campaign chairman and introduced him at the fundraising dinner. The SBO,OOO estimate on how much was raised came from Bayh campaign manager David Bochnowski. Kennedy, Pryor and Riegle told the more than 2,000 who attended the dinner that Bayh was important not only to Indiana, but to the nation. ; “Let us do Indiana a favor. Let us do the United States Senate a favor. Let us do the nation we all love a favor and send Birch Bayh back to the United States Senate,” Kennedy said. Bayh, who endorsed President Carter before Kennedy became a candidate and has said he plans now to remain neutral, held to that position of neutrality Friday night. Both men received praise from Bayh. Meanwhile, Republican State Chairman Bruce B. Melchert

said Kennedy’s appearance at the dinner was further evidence that Bayh is too liberal to represent Indiana in the Senate. “Senator Kennedy’s visit here to campaign for Bayh underlines Bayh’s true voting character," Melchert said in a statement released from GOP state headquarters. “Senator Kennedy would have a hard time getting elected in Indiana because he is a classiic liberal who votes to spend huge amounts of taxpayers’ money and, at the same time, votes not to keep American arms up to a level which will discourage world aggression. Senator Bayh’s voting record is almost the same. In fact. Bayh and Kennedy voted together 84 percent of the time in 1979.” At a news conference before the dinner, Bayh said the United States should be prepared to use military force to
Minorities, even illegal aliens, special target of 'BO census
c. 1980 N.Y. Times COMPTON, Calif. - Esther Estrada and David Ramirez were on a special mission the other night as a chill drizzle swept this heavily HispanicAmerican suburb of Los Angeles. Gathered before them in a school cafeteria were about 50 young Mexican adults, recent, immigrants studying English. The two activists, speaking in Spanish, brought a pointed message: In the last census millions of Mexicans and other Hispanic-Americans were overlooked, costing their communities political representation and needed aid. So be sure you and your neighbor even those here illegally fill out the 1980 census form on April 1. More than ever before minority groups in this country are realizing that numbers mean power and money. Nowhere is this more apparent than here in California, where special efforts are being made to get a better census count of the millions of Hispanics, blacks and Asians across the state. Of particular concern are the largely uncounted legions of California’s illegal immigrants mostly Mexican who are said to number as many as 2 million by some estimates. Any real success in overcoming their fears and responding to the census (the Census Bureau has traditionally tried

free the hostages in Iran if all other alternatives fail. Bayh also supported Carter’s decision to impose economic sanctions against the Soviet Union in response to the invasion of Afghanistan and said he would support a boycott of the summer Olympics in Moscow if that were necessary to put further pressure on the Soviets. He said military action should be taken to free the 50 hostages being held in the American embassy in Tehran if their lives are at stake. But he said other options, such as an economic boycott or diplomatic intervention by other nations, should be tried first because military action could jeopardize the hostage’s lives. "My first reaction is to grab (Ayatollah Ruhollah) Khomeini by the beard and pull it out a hair at a time, but that’s not going to help the hostages,” he
to count everyone except foreign tourists and diplomats) would mean more seats in Congress and federal dollars to the cities where they are concentrated, particularly here in Southern California and in the New York City area. The political implications of this have not gone unnoticed. Several congressmen and the Federation for American Immigration Reform recently filed a suit in Washington contending that the inclusion of illegal aliens in the count for purposes of reapportioning the next Congress would unconstitutionally dilute the representation of legal residents. The suit has stirred deep concern in New York, where the city, the state and Mayor Edward I. Koch have joined to ask dismissal of the suit. They have contended in Federal District Court in Washington that the “vital political and economic interests” of the state and city would suffer if any effort is made to count illegals separately. There are as many as 1 million illegal immigrants in New York City by some estimates, although the true figure is probably much lower. A hearing is expected later this month or early next. Whatever the outcome, the stakes are high. The 1980 census will govern the makeup of Congress and state legislatures
said. “If I had a son or if my father or loved one were in that embassy, I’d think twice about taking any action that would get their throats cut.” Bayh said he supports Carter’s reaction to the Soviet invasion of Afghanistan, even though he has had reservations in the past over using economic sanctions as a diplomatic weapon. “My reservations to the contrary, we must all get together to support the president and to support the country.” Bayh said economic sanctions such as the embargo against delivery of grain and technical equipment will hurt the Russians if American allies join in. Asked if the Afghan situation could lead to war, Bayh said, “I would rather have economic sanctions be effective than to have our sons and loved ones shot at in a war ”.
for years to come. Moreover, population and other censusgathered data control the allocation of about SSO billion a year in federal aid to localities. The suit estimates that a full count of illegal aliens would give California six more seats than the two it would gain from normal population shifts and that New York would lose only one seat instead of four. But to Hispanic leaders, it means even more. They see the census as a tool of political awareness to help knit together a disorganized minority. “We are forging a political weapon out of our raw numbers,” was the blunt message of one of the slides shown during the Compton school presentation by Miss Estrada and Ramirez, representing the MexicanAmerican Legal Defense and Educational Fund. Their efforts are paralleled by those of the Census Bureau itself and by state and local governments with high concentrations of blacks, Hispanics, poor persons and 'others who have in the past been badly undercounted for various reasons. California, has mounted the most vigorous effort. The state has appropriated $650,000 to hire 33 community workers to promote the census in ethnic neighborhoods. Deputy Mayor Grace Montanez Davis of Los Angeles said that city is asking private business to supplement officials efforts by printing promotional notices on shopping bags, including flyers in paychecks and utility bills and the like.
New York State is only now less than three months before Census Day considering a program comparable to California’s. New York City, said to be from 20 to 30 percent Hispanic and fearing that a heavy undercount will exacerbate the real loss of population over the last decade, has formed a Complete Count Committee. It will raise money to translate census information into 20 languages and do other census promotion. Local news outlets are expected to run announcements, and the city will insert leaflets into city mailings, such as welfare checks. While most minority groups are hard to enumerate, the Hispanics which if grouped together form the second largest after blacks present special problems. The term is a vague one, encompassing a broad range of cultural groups Mexican, Cuban, Puerto Rican, Central American and others that do not necessarily have much in common. ■ The Census Bureau has estimated there are 12 million Hispanic-Americans in the United States, but the true figyre is generally regarded as closer to 15 or 16 million if the illegal immigrants - “undocumented taxpayers” as the leadership prefers to call them are counted. The illegal aliens fear that registering with the census will bring deportation, despite assurances of confidentiality.

Worry Clinic By George W. Crane, Ph.D., M.D.
Bert states a widespread complaint of parishioners. Many seminary graduates refuse to profit from the topnotch orators in all the major denominations. They ignore Christ’s speech formula! CASE T-646: Bert K., aged 38, is a successful insurance man. “Dr. Crane,” he added, “I am also the treasurer of our city church. “And I admire the personal dedication of our clergyman but he is killing our attendance by his dull sermons. “If he were one of my insurance salesmen, I’d have had to discharge him long ago. “Yet I have tactfully tried to have him listen to some of the foremost TV pastors, such as Bishop Sheen, Dr. Schuller, Oral Roberts, Rex Humbard, Dr. Falwell and others. “But he refuses to do so, arguing that they are merely sensationalizing religion. “Dr. Crane, why are such pastors such egotists that they will not analyze the leaders in the pulpit and thus imitate the proved success of the latter?” SUCCESS SECRETS In medicine and other professions, we imitate the topnotchers. Same is equally true in the realm of sports, for even sandlot baseball youngsters eagerly pattern after the stars in the big leagues. Indeed, in almost every field of activity, the leaders are eagerly imitated so the beginners will progress faster. Not so, with the clergy! Most of them are unique in being such egotists that they not only refuse to copy the success secrets of the real orators in the pulpits, but they often sneer at the latter. “You look like a younger edition of Oral Roberts,” Mrs. Crane said to a recent seminary graduate whom we heard in Florida. Disdainfully, he replied: “Please don’t compare me to him for he’s just a sensationalizer!"

Actually, this snooty seminary graduate wasn’t worthy of kissing the feet of Oral Roberts! For Oral Roberts, Robert Schuller, Rex Humbard, Bishop Sheen and dozens of others are worthy modern successors of the ancient Hebrew prophets, such as Elijah, Jeremiah and Isaiah. Bishop Raines, then head of all three Methodist Conferences in Indiana, invited me down on three different dates to address each of those Annual Conferences. “Dr. Crane,” he asked, “please give our clergymen a specific address on how to make an interesting sermon. “For many of the new seminary graduates coming from Chicagoland, are emptying the pews by poor public speaking.” Previously Dr. Charles Ray Goff, pastor of the skyscraper Chicago Temple, had addressed the big seminary at Evanston, trying to show them the simple formula for an inspiring sermon. And when I was also invited there to address the seminarians, I also duplicated Dr. Goff’s practical advice, for he and I were both products of the Northwestern University School of Speech and thus knew how to keep an audience interested. But the seminarians didn’t understand our proved formula for an effective speech, because it was so simple! They had been trained to disdain simplicity and only admire polysyllabic circumlocutions! Jesus faced the very same disdain by his clerical colleagues! So send for my booklet “Public Platform Psychology” enclosing a long stamped, return envelope, plus 25c. (Always write to Dr. Crane, Hopkins Bldg., Mellon, Indiana 47SSI, enclosing a long stamped, addressed envelope and lit to cover typing and printing costs when you send for one of his booklets.)
