Grand jury urges limited employment of poll watchers
CROWN POINT, Ind. (AP) - Hiring poll watchers is “a sophisticated method of buying votes,” and should be limited, says a special Lake County grand jury set up to investigate voting irregularities. The 147-page grand jury report recommended that the Legislature enact a law limiting how many poll watchers can be employed by a candidate. The report was issued along with the indictments of East Chicago police Chief Steven Stiglich and the East Chicago Democratic Central Committee. Stiglich was accused of vote buying in the 1978 sheriff’s race and filing a false campaign

Bill would regulate employment of two agencies' workers
INDIANAPOLIS (AP) Public Service Commission and Public Counselor’s Office employees couldn’t quit their jobs to work for the utilities they regulated, if a plan proposed by Sen. W. Wayne Townsend becomes law. Townsend’s bill would require employees of the two agencies to wait three years after leaving their jobs before they could work for a utility. Townsend, seeking the Democratic nomination for governor, said Tuesday he proposed the bill because a member of the Public Counselor’s Office has been hired as chief rate counsel for American Electric Power, the parent company of the Indiana & Michigan Electric Co. Deputy Public Counselor John Metts announced his resignation earlier this month to take that job. The Public Counselor’s Office represents consumers in utility rate cases. Townsend, of Hartford City, said Metts is not the only employee of those two agencies who has left for higher-paying jobs with utilities. State law now provides no restrictions on employees of those agencies resigning to take jobs with the companies they once regulated. Townsend’s bill was not among the 15 bills formally in-

That measure was proposed by Sen. William C. Dunbar, R-Terre Haute. Another bill, sponsored by Sen. Frank Mrvan Jr., D-Ham-mond, would require the state to pick up the $450,000 annual tab for street lighting along state highways passing through Indiana cities and towns. That cost is now borne by local governments. Sen. Charles Bosma, R-In-dianapolis, proposed a bill requiring state agencies to study the cost of proposed regulations to businesses and individuals before the rules can be adopted. Sen. Michael E. Gery, D-West Lafayette, offered legislation raising the income eligibility limits for an old age property tax deduction from SIO,OOO to $14,000 per couple. The measure would also raise the maximum assessed home valuation for elderly deductions. The maximum value is now $9,000 and would be raised to $14,000. Under state property tax law, the assessed value is one-third the estimated market value of a home.
