Three disaster centers to open
By The Associated Press Disaster-relief centers in three locations will be open today and Sunday to assist victims of floodwaters that have led to President Carter declaring 12 Indiana counties as disaster areas. “We’re going to be open seven days a week until we feel all those seeking the help have had an adequate chance to visit one of the centers,” said Tom Ewing, a spokesman for the disaster assistance program. Ewing said 240 families or individuals visited the centers in English, Princeton and Clinton since they opened. The one in English opened on Thursday, while the others opened Friday. Of the inquiries, 183 were made at English where the worst flooding was reported last week. Questions concerning loans for limited home repair topped the list, Ewing said. Vigo and Sullivan were the latest additions to the list of disaster areas designated by Carter. The weatherman was cooperative Friday to southern Indiana residents anxious to have their farm fields dry, but a 20 percent chance of rain was forecast for today. Threat of lawsuits keeping volunteers off boards
INDIANAPOLIS (AP) A special legislative committee has begun looking into ways to protect public officials especially those serving on volunteer boards and commissions from law suits. State Rep. Loren E. Winger, D-Converse, says some citizens are reluctant to serve on boards and commissions because they are afraid they might be sued.

agricultural losses were estimated at $7 million in Sullivan County and $4.8 million in Vermillion County, are still conducting surveys to determine if additional counties should be added to the disaster list. Jackson, Lawrence, Greene and Posey counties were named by William J. Watt, an aide to Gov. Otis R. Bowen, as possible additions to the list. Another Bowen aide, Brian Bosworth, said the state will have contracts signed Monday to provide 35 employees from a federally funded jobs program to Crawford and Orange counties to assist in the clean-up operation. The project will be financed with $44,000 in Comprehensive Employment and Training Act money administered by the state. Roughly half of the counties designated as disaster areas are part of a CETA consortium operated by Vanderburgh County, Bosworth said. However, the consortium doesn’t have any surplus money to divert to the flood clean-up, so the state is attempting to transfer some of the CETA funds under its control to those counties. Bosworth said the state plans to contact the U.S. Department of Labor on Monday to get approval to transfer the funds immediately, instead of waiting up to 90 days for the paperwork to clear. cephalitis. “We’re not extremely worried about an encephalitis outbreak per se,” said Dr. Michael Sinsko, public health entymologist for the Indiana State Board of Health. “But there will be quite a problem once the flood waters go down, when all the hordes of nuisance biting mosquitoes come out. In some cases, the nuisance biting mosquito is hampering clean-up operations, especially around evening.” Sinsko said the Orange County sanitarian complained that hordes of mosquitoes were causing problems for volunteers in the flood-ravaged area. Calls to other counties prompted the state board to draft a proposal to fund the purchase of pesticides and spraying equipment. Officials now say an estimated 50,000 acres of farmland has been damaged and the cost is expected to top S4O million when final figures are compiled. “The crop losses devastate lots of people,” said Leo Austin, Posey County civil defense director. “It’s a matter of riding up and down the cornfields and soybean fields by boat.” Most of the corn has been underwater too long to be salvaged, he said. "It’s either going to rot or mildew or be mashed flat by the force of the water,” Austin said.
