Birch Bayh, D-Ind., said construction discrepancies at the Marble Hill nuclear plant near Madison, Ind., prompted his proposal Tuesday to impose heavy criminal penalties for violations of safety regulations at nuclear plants. The proposed amendment to the 1980 Nuclear Regulatory Commission authorization bill passed the Senate. 60-32. ;If enacted, the amendment would levy fines up to $25,000 a day and two years imprisonment for violations of safety regulations relating to construction and operation of nuclear power plants, uranium enrichment facilities or processing plants. Second offenses could result in maximum fines of $50,000 a day and two years imprisonment under the proposal. Susan Clark, a league staff member, told the subcommittee of city personnel officials and elected officials from throughout the nation that the federal government would be announcing changes in the guidelines next month. President Carter has indicated he is considering changes in the 7 percent guideline to make it fairer to workers who have been losing ground to inflation.

INDIANAPOLIS (AP) - The definition of the term drug store dominated opening arguments by lawyers at an Indiana Alcoholic Beverage Commission hearing to determine whether Osco Drug Inc.’s eight Indianapolis stores have the right to a liquor license. Earlier this year, the Marion County Liquor Board recommended unanimously that Osco’s licenses for the eight stores not be renewed, claiming their businesses did not qualify them as drugstores.
