Invasion Of the hubcap snatchers? It might have been, but Troy Nodley, John Guilliamsand Rob Frazier assure us that their "flight modules" are hot only because they've been in the sun. The hubcaps, adorned with Christmas tree lights, have given a few U.S. 231 motorists quite a shock in their nightly orbit of the Nodley's large front yard tree. Troy says he refined the master plan of Rob Frazier by adding the lights and some eerie music. The trio makes regular flight patterns north of the city on Water Works Hill. (BannerGraphic photo byG. Bowen reappoints Horn

By G. PATRICK GRIMES Banner-Graphic Staff Writer David E. Horn, DePauw University archivist, has been reappointed to the National Historical Publications and Records Commission by Gov. Otis Bowen. Horn has served on the board for the past three years. The Indiana division of the National Historical Publications and Records Commission (NHPRC) is the Indiana Historical Records Advisory Board of the IHRAB. The board reviews requests for grants to preserve records and documents of historical value, and makes recommendations to Congress. ALMOST ANY town library,

we’ll try to get all that taken care of the 30th so at least the field is safe.” Gorham then expressed his appreciation to Randy Weist, park superintendent, for his assistance with the fast pitch league so its teams could get on the field for their games. “We just want to bring back fast pitch and get the park in shape for crowds like we used to have,” Gorham said. “We’re willing to raise money or have tournaments to help the board out. Tell us what we can do.” Mrs. Schroeder suggested that if Gorham’s league had something it wanted or needed it should bring the suggestion to the board and if it wanted to raise funds, to earmark those funds for that specific contribution. “We just want the board to note next year when they designate playing days who cared about the park and followed through on aiding the park upkeep. We would like this consideration,” Gorham concluded. , THE GROUP RETURNED to shelterhouse No. 1 for a budget discussion. The Park Board is to come before the City Council on July 2 with its proposed budget for the 1980 fiscal year which runs from Jan. 1 to Dec. 31. The total budget for 1979 was $19,388. The salary allotted to park personnel for 1979 was $9,752. “Already this year in our main spending season we’re running short and we can’t maintain our facilities,” Mrs. Schroeder said. The board then decided to act immediatley on the Jaycee Park roads. Jack Dalton is unable to get to park roads now

said, adding that the goal is not to advance the children to levels beyond those of their peers, but rather to help them catch up. “The children that come to us are delayed about two years,” she said. Three dam projects may be killed in Ind.

WASHINGTON (AP) - Deauthorization of three flood control dam-and-reservoir projects in Indiana was urged Wednesday by an Indiana state legislator in testimony before a Senate Public Works subcommittee. James D. Jontz (DWilliamsport) spoke for himself “and on behalf of the citizens’ groups which have actively opposed the construction of Big Pine Creek, Clifty Creek and Wildcat Creek reservoirs. All three projects are on the Army Corps of Engineers inactive list and the administration left them out of its 1980 budget. Sen. Richard G. Lugar (RInd.) is author of a bill which would deauthorize all three, while Sen. Birch E. Bayh (DInd.) on Tuesday offered a bill to deauthorized the Big Pine Creek and Wildcat Creek reservoirs. JONTZ SAID his home was within the 7,200 acres of land to be taken for Big Pine Creek Reservoir, if it were built.

school, courthouse, church or home can house a wealth of historical records that could be used by the public, Horn said. Recently hundreds of photographs were salvaged from deterioration because the board recommended that Congress approve the necessary funds. Horn says that so far, no Putnam County residents have made applications to the board for preservation of historical records. Over the last three years, $6 million has been used nationwide to keep old books, documents and records in good condition for public use. Horn said the Congressional committee usually stipulates that no

with previous jobs on the county roads. Dick Hassler was suggested by Weist for attention to this area. Silander moved that they act immediately and secure these services. Peterson seconded the motion which was approved. THE POOL BUDGET for 1980 to be submitted to the Council is $17,747. This budget is separate from the total park budget which for the 1980 fiscal year was estimated on an eight per cent inflation figure. The budget would consist of salary increases for the park superintendent to $7,292.16 plus housing, an additional fulltime man (a 52 weeks/year) for $6,240 and an additional half-time man (34-week season) for $4,180. “In this area we have to provide an adequate salary for good personnel,” Meyer said. “We have to pay above minimum wage and we cannot rely on CETA workers that can be taken away tomorrow. We can always use the extra CETA help but we must be able to function and maintain the area if they are pulled off.” Peterson, Meyer and Silander also stated that the Jaycee Park needed full attention in the 1980 budget. “No longer can we do a piece-meal job,” the board agreed. A TOTAL ESTIMATE FOR complete road repair in Jaycee Park was necessary and not just patch work to “get by” was considered mandatory. Silander also emphasized that an estimate should be acquired for a septic and water system to be added so that a mobile home caretaker facility can be added to protect the facility for the public enjoyment and use. hearing therapy and parent education. If a child is found to have a physical disability or sickness, he is sent to whereever he can obtain the best help to correct the problem. In each instance, he said, the construction of the projects would mean the removal of residents, destruction of flora and fauna and of geological features. No land has been acquired for any of them. If they were built, the projects would cost an estimated $169 million at 1975 prices -- $39 million for Big Pine, $23 million for Clifty Creek and $lO7 million for Lafayette Lake. THE LEGISLATOR advised the subcommittee of passage by the Indiana General Assembly in 1977 of a bill deauthorizing the Big Pine Creek and Lafayette Lake (Wildcat Creek) reservoirs at the state level, barring the state from cooperating in the building or operation of the projects. In 1978, he said, a similar action was taken by the legislature with respect to Clifty Creek Reservoir. Jontz said if the three were built, they would take 23,600 acres of Indiana land - 7,200 acres for Big Pine, 8,400 acres for Clifty Creek, and 18,000 for Lafayette Lake. LUGAR, commenting on the situation said, “It is clear a majority of Hoosiers simply do not want them built and support the immediate termination of these projects. It is irresponsible to ignore the sentiments of these citizens and to saddle them with costly projects that are unpopular and unnecessary.”

admission or fees be charged for use of records or documents preserved by the funds. “NONE OF THE grants are 100 per cent of the funds needed for the project,” Horn said. Usually the persons making the application contribute at least part of the money that is needed. Other members of the Indiana board'include: Pamela Bennett, Thomas Krasean, Sister Mary Kenneth Schessele, Helen Davidson; all of Indianapolis; Dick Heller, Decatur; Howard Idon, Anderson; Saundra Taylor, Bloomington; and Darrel Bigham, Evansville.

board agreed that these estimates should be included in the total 1980 budget. The park budget was determined at $28,627 and these estimates would be attached and included in the total figure. Mrs. Schroeder is to call for estimates and make these additions before the board meets with the Council. “We have cried for years to get a caretaker at Jaycee Park and get proper maintenance, we can’t wait any longer if we are to have adequate park facilities for the people of Greencastle,” Schroeder said. PETERSON ADDED, “Every nickel we get can be put to good use with not a penny left over if the park is going to be salvaged.” Both Meyer and Silander were to contact the mayor Thursday morning regarding trash pick-ups and water problems involved in Robe-Ann Park and Jaycee Park. “This is an area of the city, and we need the city services to assist with the maintenance. We aren’t plumbers and we can’t be expected to get the trash out of a city facility, the park mowed and maintained by a short-handed park superintendent,” Meyer concluded. A final brief discussion of Robe-Ann clean up day for Saturday, June 30 concluded the meeting. Details will be released next week. Various groups or individuals are encouraged to contact the board regarding volunteer services to be offered.
