Recctad a little note and a newspaper dipping from vary dear friend, who askei that she remain anonymous. The note reads: Dear Jimmy: You read so much bad news in the papers I thought this would be refreshing to your readers concerning Mankind today. The dipping: Not since Hannibal crossed the Alps has there been quite such a dramatic crossing as that just made by thousands of swallows which, because of cutting winds and unseasonable cold, were just too exhausted to wing their own way south So, instead of just letting them flutter around and die. hundreds of Swiss dtiiens have gathered up those that gave up and sent them on their way by rail and air. What happened was this: The police in Zurich first called attention to the birds' plight, and hundreds of bird lovers and humane socieities promptly responded The federal ornithological station at Sempach got on the air with instructions on how to collect the birds at night and to force-feed them with pieces of lean meat dipped in water, and where to take them next. And pretty soon all these foundering swallows were either en route to the sunny Mediterranean by Swissair to Nice. Marseilles and Barcelona, or by rail through the St. Gotthard Pass tunnel to warmer Italy. Dining car forward and movies m flight. A public concert featuring the DePanw University choir will be presented Wednesday (Nov. 13) at 7:30 pjn. in Meharry Hall. Singing under the direction of Professor Frank Jacobs, the choir will sing a program of seven works inspired by the Book of Psalms. Composers represented include Gustav Holst, Georg Telemann, Johann Bach, Vi.A. Mozart,
Charles Ives, Heinz Zimmerman and DePauw music school head Dr. Donald White. The two Holst works will be accompanied by string orchestra and organ. The Mozart selection is a piece for strings only. The concert choir is making its first campus appearance since returning from a fall tour that included appearances in four northwest Indiana cities.
Ford administration is keeping open possibility of government reserves

Inc., of Minneapolis have announced plans for a joint facility at Dayton. Ohio, to produce a highly concentrated syrup sweetener. The announcement said the plant would be on property adjacent to the the Cargill corn wet milling facility, which began production in 1973, and the site of a planned citric acid plant recently announced by Miles. Construction of the plant is scheduled to begin after the first of the year.
WASHINGTON (AP) - The Ford administration is keeping open the possibility of setting up some form of governmentowned grain reserve as part of an international effort to combat world hunger, according to a source who attend a White House meeting Monday. But Kenneth E. Frick, a topranked farm policy official in the Agriculture Department, disputed the claim. Frick said he believes administration policy has ruled out federallyowned reserves. The report surfaced following a meeting at the White House with a delegation from the National Association of Wheat Growers headed b> Ray Davis, Potter, Neb., association president. According to the informant who asked not to be identified the group was told no decision had been made on how the administration will finally shape its rforld food reserve policy and that the idea of govern-ment-held stockpiles had not been ruled out. "The impression we got was that there is a possibility the> (the administration) might gc along with at least a small gov-ernment-owned reserve,” the source said. WASHINGTON (AP) - Lack of rain this year has dealt a blow to livestock pasture this

Pasture conditions nationally as of Nov. 1 were rated at 70 per cent, compared with an average of 83 per cent on the same date last year and the 10year rating — based on 1963-72 averages — of 77 per cent. Obituary Marie C. Porter
Marie C. Porter, 81, a former Greencastle resident until April passed away recently in Columbus, Ohio. She was the widow of Chalmer 0. Porter who preceded her in death in 1941. Mrs. Porter lived in Greencastle for 15 years and was a member of the Greencastle Presbyterian Church. She was a 1918 graduate of DePauw University. Mrs. Porter was a school teacher in Huntington at one time. Surviving are two sons, Robert C. of Cape Elizabeth, Maine, and John C. of Columbus, Ohio; three brothers. Forest Cook of Greencastle, Glen Cook of Louisville, and John Cook of Aurora, Ind.; one sister, Miss Nina Cook of Greencastle and four grandchildren. Memorial services will be held today at 2:30 pm. at the First Community Village Chapel, Hillside House in Columbus. The Rev. Richard Crabbs will officiate.

ROME. Italy (AP) - Experts at the World Food Conference warn that the next global crisis will be a water shortage, and it may already have begun. Four water-short nations — India. Egypt. Bangladesh and Pakistan — have introduced a resolution asking international organizations and the more affluent countries to provide $2 billion to $4 billion a year over the next decade to find new sources of water and improve conservation of the water already available. “The water potential is by no means unlimited," says Lester Brown, a U.S. economist and adviser to the U.N.-sponsored conference. "In the near future the lack of fresh water rather than of land may be the principal constraint on efforts to expand world food output." Some experts believe that the conference's goal of increased world food production would decrease already depleted water supplies, especially in
areas where it is needed most. As in the case of food, rich countries have been accused of extravagant use of water. Critics point to figures showing that residents of Florida use 40 times as much water as people in Bengal. The U.N. Food and Agriculture Organization figures that global demand for fresh water
will increase by 240 per cent by the end of this decade. “The irrigation potential of most of the world's major rivers — the Nile, Yellow, Indus, Ganges and Colorado — has largely been realized,” Brown said in an interview. He said that rather than increasing food production,

Drive against Cuba doomed
QUITO, Ecuador (AP) — The drive to end the Organization of American States' economic and political sanctions against Cuba appeared doomed today. After four days of meetings by foreign ministers of most of the OAS countries, it became evident Monday night that the proposal to end the 10-year-old quarantine against Fidel Castro's Communist regime could not get the 14 votes necessary for adoption.
A formal vote for the record was scheduled today before the end of the conference. But eight of the 21 delegations announced that they would abstain or vote against the proposal sponsored by Venezuela, Costa Rica and Colombia. Chile, Paraguay and Uruguay came to Quito conunitted to opposing repeal of the embargo. Nicaragua, Brazil and the United States announced early in the meeting that they would abstain. Cuba's
supporters kept saying they were sure of victory until Monday; then Haiti and Guatemala announced they also would abstain because they felt Castro was still meddling in the domestic affairs of his neighbors. Brazil, Chile and Uruguay proposed a recess “until such a time as the situation ripens a bit more.” Diplomatic sources said they suggested another meeting in three months.
