TTie Greencastle City Council feels because of letters to tht editor and some false information being published and televised that perhaps some facts should be brought to the public’s attention. The city budget was prepared in July and was published as required by law. A council meeting was held Aug. 26, 1974 for a hearing on the proposed budget. By law a hearing must be held so objectors to the budget may be heard. There being no objectors, the budget for 1975 was passed as advertised. The budget then goes before the county tax board and the state tax board and is revised or approved and then set for the following year. A 5 percent increase for city policemen, longevity pay and $175 clothing allowance was included in next year's budget. “The council realizes that the base pay is low, but this base pay must be kept under control because after 20 years service a policeman or fireman can retire the next year and starting receiving 50 percent of this base pay, 55 percent for medical retirement, or an increase of 2 percent per year each year after 20 years up to 32 years service. "Greencastle now has three on 20 year retirement, one on 21 year retirement, three on medical retirement. One who has passed 20 year retirement still working, one eligible for 20 year retirement next year and several with just a few years left before 20 year retirement eligibility. “We also must appropriate for a portion of pension pay and lorqevity pay for deceased persons dependents. The Legislature has been trying to pass legislation whereby this retirement can not start until age 55, because of the tremendous tax burden this is putting on taxpayers. Do you realize a man can retire from the force at age 42 and receive 50 percent of the base pay? His retirement pay must then be figured into the budget as well as longevity pay, for many years. “On Sept. 26, the police made

Since then, and before the last council meeting, we had investigated and questioned three cities of comparable size and this is a summary with cities singled out: Longevity pay one city $24 a year after two years on force and every two years thereafter an additional $24. Another city none, third city $100 a year after three years on force and every three years thereafter an additional $100. Greencastle - $300 a year after 3 years on force and every three years thereafter an additional $60. Uniform allowance-$200 a year, do not get clothing allowance first year as city buys uniform-$200 a year, also $50 cleaning allowance. City does not buy any uniforms for policemen.-$250 a year, -Greencastle $175. a year, also buys clothing first year and gives clothing allowance first year. “Hospitalization-Yes, city pays $7.50, yes, city pays $16.65, yes, city pays half. Greencastle-Our first year in office we gave a 5 or 5t4 percent increase to the department, which was all permitted by law as raise increases were forzen. We gave a 3 percent raise and paid $16.17 a month insurance. This was the first time insurance coverage had been given by the city. The departments came to us about one year later asking permission to change insurance companies as they had found one with all benefits they wanted plus $2,000 life, $4,000 accidential, and the cost of this to the city is $13.62 per month per policy holder. "Police Ordinance - Board of Works have rules and regulations-city has rules Resolution-One city gave us a copy of their rules. Greencastle- Have no ordinance or rules resolution. “City Judge - No-yes, meets once week 1-5, Police chief gets $1,800 as clerk for City Court and another police officer gets $1,200 as baliff.-No. Greencastle - No - According to Records Book at city Gerks office on November 16, 1970 Qty Judge, J. Frank Durham talked with the Council about the city’s need for a City Judge. He stated that in 1969, 182 cases were tried in City Court with 176 paying cases, making a total of $1,760.00. December 21,1970, a letter was read from City Judge J. Frank Durham stating that he was resigning his duties as City Judge as of December 31,1970. The city budget salary for the City Judge was $2,000.

This means 16 more days off per man per year or with 10 men on schedule 160 days less per year per force, or 16 more days off per man per year working 8 hour shift means 128 hours less worked per year per man times 10 men on schedule comes to 1,280 nours short a year on force, or 2^2 hour per week loss times 10 men on schedule (chief not on schedule) equal 25 hours lost a week or over ^ a man work week. “The base pay for one city was $7,550.00 with no longevity, another cities base pay was $152.50 per week for 40 hr. work week, and the other city gave us a copy of their 1974 Salary Ordinance - Police Chief $7,465.00, Assistant Chief $6,830.00, Policemen $6,408.00, Detective $6,619.00, Radiomen $1.65 per hour. “Greencastle 1974 Salary Ordinance for Police was Police Chief $7,943.00, Assistant Chief $7,189.00, Two Captains $7,017.00, Four Sergeants $6,843.00, Three Patrolmen $6,752.00 plus longevity and $175.00 year clothing allowance. “Greencastle 1975 Salary Ordinance for Police-Police Chief $8,340.00, Assistant Chief $7,548.00, Two Captains $7,368.00, Four Sergeants $7,185.00, Three Patrolmen $7,090.00 plus longevity and $175.00 year clothing allowance. “We also found in one city a bank furnished the city one of their two police cars. Also, one city has a merchant policeman (the merchants pay the city his salary). One city has one policewoman radio operator doing the day shift and the policemen do the other two shifts. One city had not given police raise in two years. One man stated their department had a 15 minute coffee break a shift, 30 minute lunch, three day pay loss if two cars parked at coffee house at same time, complete report must be filed if cars outside city limits and that they were not allowed to visit local taverns even off duty. “As for the radio dispatchers job in Greencastle the intent originally was for supplement income to handicapped, disabled or retired people with fixed income. This salary or position was not for total support of a young or agressive person. “It also has been suggested Federal Revenue Sharing Police board—
Money be used for a raise. According to Federal Revenue Sharing Interim Regulations. The revenue sharing program is a five-year program, starting January 1, 1972. This should be incorporated in the planning process, which will determine how the funds are to be used. There is no guarantee that the funds will continue at the end of the five-year period. In the determination of priorities, if the use of federal revenue sharing funds will result in a long term expenditure commitment, this factor should also be included in the expenditure decision and the question should be faced as to whether or not the program can be continued if the federal funds stop. “In other words this money should be used for things that funds aren’t available for and you don’t want put on the tax roll. Should raises be granted out of Federal Revenue Sharing and the program dropped after five-years then this increase in salary would probably be an obligation to continue and added to the taxpayers by being placed on the tax roll. “The municipal building originated because of the poor conditions of the older part of the present Qty Hall, which houses the fire and police departments. We had been told the water department needed more space and the police and fire departments had requested a desire for improved working conditions. It was proposed that the city purchase the lot behind the present City Hall building as money had been appropriated for land purchase. Financially the city is in the best financial shape it has ever been to build. The Water Department, Police Department, Fire Department, Clerk Treasurer and Mayor have suggestions on space needed to house their departments or offices. Changes and cuts have been made. “According to the City’ Attorney we are handling things legally on this building and will continue to do so. The Council is not unanimous on the question of need, since cost figures were given. If the Fiscal Agent advises us against building or the majority of taxpayers are against it we don’t want it. We welcome your telling us your views. “After evaluating our information we didn’t feel we were as far off as it may have appeared. We realize some changes should be made.
