INDIANAPOLIS (AP)-The State Board of Accounts today released its audit report on Secretary of State Larry Conrad’s office, but drew no strong conclusions of
wrongdoing.

credit card charges. The board of accounts had given Conrad on July 30 a computer printout of all his telephone calls. He made the determination himself whether the calls were for official state business. The board ran a check on all the numbers called three times or more in the period covered by the survey, Dec. 1, 1970March 31, 1974. Conrad determined that 43 per cent of those were not on official state business. A spot check also was made on numbers called fewer than three times in that period and the determination was that 14.6 per cent of these were not on official state business. The board’s report was sent to Marion County Prosecutor Noble Pearcy, who had requested the audit, but it was not sent to grand jury nor the attorney general. The report pointed out that the long distance telephone expenses of the secretary of state’s office increased from $685 in the period from July 1, 1968, to June 30, 1969, to $9,427 for the period from July 1,1972, an election year, to June 30, 1973. The toll costs then dropped to $2,081 for the period from July 1, 1973, to June 30, 1974. In reference to use of state gasoline credit cards by Conrad’s office, the report said, “Instances were found where more than one purchase of petroleum products or car washes were dated the same day; however, due to the unreliability of dates recorded on the credit card tickets no conclusions could be drawn.” The report also said, “Instances were found where two colors of ink were used in writing in the amounts, license numbers and signatures on the credit card tickets. No determination could be made as to why two kinds of ink were used and when and where they

Department and the General Services Administration. They included hundre' of calls to Sen. Birch BajiiS office which Conrad listed as proper business calls.
