Oil Shipments To U.S. Still Uncertain Among Arabs

Saudi Arabia Key To Issue

CAIRO Egypt (AP) — Egypt’s semi-official newspaper A1 Ahram gave another indication today that Saudi Arabia, the key to the Arab oil embargo against the United States, is in favor of resuming shipments to America. The paper said Egyptian President Anwar Sadat, the prime mover for an end to the boycott, met Monday with the oil ministers of Saudi Arabia, Kuwait, Qatar, Abu Dhabi and

Bahrain, and all six agreed on “all aspects of the oil policy.” This indicated that the six nations would form a solid bloc in opposition to Libya, Algeria and Syria at the meeting of Arab oil states in Tripoli, Libya, on Wednesday. Saudi King Faisal, who controls the world’s biggest known oil reserves, has never publicly retracted his repeated demands for an Israeli withdrawal from all captured territories, in-

cluding Old Jerusalem, before the embargo is lifted. But early last week the Saudi oil minister, Ahmed Zaki Yamam, called for an end to the ban. The oil ministers’ meeting in Tripoli Wednesday was first scheduled for the Libyan capital on Feb. 14 and then was

postponed at Sadat's request. Sadat tried to get the meeting held in Cairo last Sunday, but Algeria and Libya — both militant defenders of the embargo — insisted on meeting in Tripoli. Presumably they felt their case against lifting the embar-

go would be stronger if they were arguing it on their home ground. Algeria, Libya and Syria want at least a pullback of Israeli forces on the Syrian front, and there is no assurance that even that will satisfy Libyan President Moammar Khadafy.

The Egyptian ambassador to the United States, Ashraf Ghorbal, said Monday in Seattle, Wash., that lifting of the embargo might depend on some U.S. “gesture” to get Israel to pull back on the Syrian front. In Washington, a State Department spokesman said he ex-

pected Syrian and Israeli negotiators to begin discussing a disengagement agreement within two weeks in Washington. Egyptian Foreign Minister Ismail Fahmy -told the Cairo newspaper A1 Gomhouria that President Nixon plans to visit Egypt between May 10 and

May 15. In Washington, the White House refused to give information out on such a trip and indicated some tentative plans had been made, but spokesmen would not confirm that the President had decided to visit the

Middle East.

F.B1 Director Soys Kidnapings Not A Real Wave Just Ripple

WASHINGTON AP-FBI Director Clarence M. Kelley says he does not believe the series of abduction incidents after the kidnaping of Patricia Hearst are leading to a “real wave” but instead “just a ripple.” Kelley said Monday the kidnaping of the 20-year-old newspaper heiress some six weeks ago probably spurred the subsequent cases.

However, the FBI chief said the Hearst abduction was “a so-called political type of kidnaping” while “the others which have followed are more of the traditional type of kidnaping.” “I think that this is not a real wave of kidnapings that we’re going to have, just a ripple, so to speak, in comparison

with some of those we’ve experienced in the past.” Kelley

said.

He added: “I’m optimistic about this hot being a real problem." Kelley said he was somewhat confused about the charges aimed at the FBI over the weekend by Miss Hearst’s captors, the Symbionese Liberation Army.
