Indiana that in the oast numerous oersons have cut certain county roads for the ouroose of installinq drain tile, other tiles or culverts without oermission from the Board of Commissioners of Putnam County, Indiana and without notifyinq either such Board of Commissioners or the County Hiqhway Suoerinendent of their intentions to so do. and; VOICE TRAV ELS ON LIGHT BEAMS NEW YORK (AP) - There’s going to come a time, says the Bell system, when your voice will travel not only with the speed of light, but by light itself. If successful this will mean great savings and a tremendous increase in telephone transmission capacity. Experiments thus far involve a pinhead-size laser and optical glass fibers no thicker than a human hair yet able to carry hundreds of telephone calls simultaneously.

WHEREAS, the Board of Commissioners of Putnam County, Indiana has determined that such actions are detrimental to the safety and well beinq of oersons usinq such roads and that certain standards must be set for the installation of such tiles or culverts across county roads and riqht-of-ways, WHEREAS it has further been called to the attention of the Board of Commissioners of Putnam County, Indiana that in the oast numerous oersons constructed driveways which exit uoon county hiqhways and have installed culverts beneath said driveways runninq oarallel with said county hiqhway and that in many instances such installations have been made without notification to the Board of Commissioners of Putnam County or to the County Hiqhway Suoerintendent and have been made ■n such a manner as to cause drainaqe and other oroblems alonq such county hiqhways uoon which such driveways exit so as to be detrimental to the safety and weltbeinq of oersons usinq such roads and that certain standards must be set for the installation of such culverts under such driveways, NOW. THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF PUTNAM COUNTY, as follows; SECTION ). That any oersons desirinq to install drain tile, other tile or culverts across county roads in Putnam County, Indiana, shall first file a written request to the Auditor of Putnam County, Indiana, said request to be submitted to the Board of Commissioners of Putnam County at the next reqular meetinq from the dote of submission of such request and such request to contain the followinq information; a. The desiqnation of the road across which such tile or culvert will be installed and a statement as to the exact location where such tile or culvert shall be installed b. A statement as to the nature of the tile and size of such tile or culvert contemolated beinq used, as well as a statement of the size of any tile or culvert then existinq down stream from the installation contemolated. c. The name of the contractor who will be installinq such tile or culvert. d. A statement as to whether or not the United States Soii Conservation service is assistinq the aDolicant in such oroject. SECTION 2. Any installations contemolated herein must meet the followinq standards; a. The tile or culvert to be installed by aooiicant shall be either corruqated metal oioe. helical aluminum or vitrified clay tile for the entire riqht-of-way. b. Such tile or culvert shall be the same size as any tile or culvert beinq used downstream from the installation. SECTION 3.

While American teen-agers are becoming delinquent and victims of venereal disease, plus unwed pregnancy! Who is at fault for Edie’s promiscuity? “It requires two pay checks,” her mother may retort, “to cover rent and our other household expenses! “So I am forced to work to help keep us off welfare.” And Edie’s father may likewise protest: “Taxes are taking such a big bite out of my wages that I can’t Any aaolicant must notify the County Highway Superintend ant as least 2 days before the road is to be cut. SECTION 4. The installation of such tile or culvert shall be made only at times that will not inconvenience or interfere with the mail delivery or school bus route. SECTIONS. All aoolicants must oast road closed signs as needed and shall back fill the trench the same day as the date of the installation of such tile or culvert. SECTION 6. Any oersons constructing driveways that exit uoon the county roads shall not install a culvert across the said driveway, oarallel to such county road until such oersons has complied with the followinq requirements: a. Such oersons shall make aoolication to the county hiqhway superintendent and the County Hiqhways Suaerintendant shall specify the size and kind of culvert to be installed and in no event shall the size of such culvert be less than 12 inches in diameter b. The said culvert shall be installed a minimum of 20 feet from the center line of such county hiqhway but the County Hiqhway Superintendent may require such installation to be made a distance of more than 20 feet from such centerline and in all case where he shall deem it to be necessary to preserve the safety and wellbeing of the members of the general public using said hiqhway. SECTION 7. Andy oersons found to be in violation of any of the orovisions of this ordinance shall, uoon conviction, be fined in the sum of not less than fifty dollars nor more than one hundred dollars. SECTIONS This order shall be in full force and effect from and after its passage by the Board of Commissioners of Putnam County, Indiana and oublication as required by law. DEAR ABBY: My husband, Clarence, became a Christian two years ago, which pleased me because I was already one. One night last week Clarence said he had a dream that we were getting our tobacco crop ready to sell and some unbelievers kept hiding bad tobacco in our good tobacco, so Clarence decided it was a message from God to get rid of our TV, so he took it out in the back and burned it up. I am tom to pieces over this. Our four preschool children are becoming very nervous. Why don’t I leave him? I love him. And I know he loves me and the children.
