The Downtown-Ixjwer Manhattan Association, Inc. reported that this program, scheduled to be completed by 1980, is reasserting Lower Manhattan’s role as a world center of finance and commerce and also is reestablishing residential, cultural and recreational components to make it a total community, as it was in the beginning.
