Crime Decreases In Four Cities

INDIANAPOLIS TAPl—Four major Hoosier cities reported decreases in the total number of serious crimes reported the first three months of this year, with increases noted in two— Evansville and South Bend. The crime statistics were released in a report from the FBI, winch said serious crime in the United States declined one per cent during the first quarter of the year, compared with a three per cent decrease in the same 1972 period. The report said violent crimes—which include murder, forcible rape, robbery and aggravated assault—increased six per cent in the first quarter, compared with a two per cent increase in the same 1972 period. Property crimes—which include burglary, larceny-theft and auto theft—decreased two per cent in the 1973 period, compared with a three per cent decrease in 1972. Decreases in the over-all crime index were noted in Fort Wayne, Gary, Hammond and Indianapolis. The report, listing cities of over 100.000 population, gave

are not founded solely on the 26 cards he sees before him. There is a presumption that the opponents are trying to win, and that all their bids and plays are geared to that goal. This does not mean that they are incapable of error; it means only that they are not deliberately trying to lose. South won the spade lead with the king and could count eight sure tncKs. mere were three obvious chances for a ninth trick: the hearts could be divided 3-3; the clubs could be divided 3-3; the diamond finesse, if attempted, would succeed. There were two ways of playing the hand. Declarer could test the hearts and clubs, and, if neither suit broke evenly, fall back on a diamond finesse. (This method of play would have failed.) Or South could stake the contract on a diamond finesse.

(This method of play is the winner in the actual case. West scores a diamond and three spades, but declarer takes the rest.) South chose the second method of play, reasoning that West had only four spades and that the contract could not be defeated in that case. West had led the three, presumably his fourth best spade. This meant that West had three spades higher and none lower, since dummy had the deuce. It could be argued that West might have had more than four spades, and that the three was led from a five-card suit. This is true enough, but it all gets down to the question of how honestly your opponents play and how often they lie. That’s why we started out by saying that bridge is not played in a vacuum.

This view is supported by the fact that short-term rates are now as high as or higher than long-term rates for the same quality of instrument. This condition, it is claimed, would not exist if the market expected further rate increases. A more pessimistic view, according to the quarterly, suggests that long-term rates will be advancing in the months ahead. “If inflation is to continue at anywhere near the rate that prices have increased in the early months of the year,” says the Savings and Loan newsletter, “Interest rates must be expected to move into much higher levels. “On the other hand, if inflation can be held to the 3 or 4 per cent target set by the Nixon administration, present interest rates are probably very close to normal and should not be expected to rise much farther.” The optimistic view has an important development going for it--the narrowing federal deficit. Largely as a result of rising personal incomes and corporate profits, federal revenues are growing more rapidly than had been anticipated. Treasury demands on credit markets thus are smaller. Corporate profits for 1973 are now expected to rise by 14 percent or more over last year. “The rate of increase,” the newsletter says, “following an increase of 15 per cent last year, may seem to be inconsistent with the control guidelines for wage increases. Dollar figures and rates of return on capital, however, do not suggest that profits are excessive.” The quarterly points out that corporate profits for 1973 were six times as large as in 1929, yet national income, in contrast, was 11 times as large. And as a share of national income, profits declined steadily from 10 per cent in 1929, 8 per cent in the postwar years to less than 6 per cent in 1972. Which bring the quarterly back to credit markets, where over the past decade corporate demands have grown from around $12 billion annually to more than $50 billion.
