New Viet Document Colls For Cease-Fire Within 24 Hours
SAIGON (AP) — The Vietnam document being worked out in Paris calls for a realistic cease-fire within 24 hours after signing and includes timetables for other provisions of the original truce, Saigon government sources said yesterday. The informants said the plan being drawn up by Henry A. Kissinger and Hanofs Le Due Tho also calls for implementation of Article 20 of the original pact. If observed, this could mean an end to U.S. bombing in Cambodia. Kissinger and Tho were to resune discussions yesterday in the Frenchcapital. The communique was scheduled to be signed last Saturday, but South Vietnamese President Nguyen Van Thieu balked. Article 20 of the original pact says the United States, North and South V ietnam and the Viet Cong shall respect the neutrality of Cambodia and Laos. There are truce agreements in Vietnam and Laos, but none in Cambodia. Timetable provisions affecting the United States and North Vietnam include: —An immediate halt of U.S. reconnaissance flights over the North. —Resumption of U.S. minesweeping operations in North Vietnamese waters within five days after signing and completion within 30 days. —Resumption of talks on postwar reconstruction aid to Hanoi four days after signing. —Resumption of negotiations of a joint economic committee with 15 days. The sources said the plan also calls for a meeting of opposing Vietnamese battlefield commanders at points of direct conflict within 48 hours to avoid hostilities. The document showed that Saigon objected to three points. They are: wording used in delineating zones of control, establishment of a Council of National Reconciliation and Concord without linking it to a definite timetable for elections and permission for the Communist side to receive replacement war materiel through the demilitarized zone. Here are the 14 points of the draft communique: 1. The United States will stop its aerial reconnaissance over North Vietnam immediately. 2. The United States will resume sweeping mines from the
waterways of North Vietnam within five days and will complete the operations within 30 days. 3. A true cease-fire will go into effect 24 hours after the signing of the joint communique. 4. There shall be a delineation of the zones of control by the two opposing parties, the Saigon government and the Viet Cong. The English text uses the word “territory.” Thieu wants this changed to read military zones of control. Sources said that, if he agrees to sign a document including the word ‘territory,” it would mean there are two territories in South Vietnam and would be tantamount to recognizing the Viet Cong as a legitimate government. 5. Saigon and the Viet Cong shall complete the release of Vietnamese civilian prisoners within 45 days. 6. Within 48 hours, the commanders of the opposing armed forces at those places of direct contact shall meet with a view to reaching an agreement on temporary measures to avert conflict. 7. The two South Vietnamese parties shall agree on points of entry for replacement of war materials. 8. Saigon and the Viet Cong must cooperate with the fourparty Joint Military Team, which also includes representatives of the United States and North Vietnam, in accounting
for missing Americans and Vietnamese and in repatriating the remains of American dead. 9. Saigon and the Viet Cong shall prohibit all acts of reprisal and discrimination against individuals or organizations that have collaboated with one side or the other and ensure the democratic liberties of the people. 10. The Council of National Reconciliation and Concord shall be established as soon as possible, and Saigon and the Viet Cong shall sign an agreement on the internal political affairs of South Vietnam within 45 days. 11. The two-party Joint Military Commission, made up of the Saigon government and the Viet Cong, shall be provided full protection, assistance and cooperation and shall enjoy privileges and immunities equivalent to those accorded diplomatic missions and diplomatic agents. 12. Guarantees of security by both sides for members of the four-nation International Commission of Control and Supervision to move about freely without advance notification to Saigon or the Viet Cong. 13. Implementation of Article 20 of the original Paris agreement concerning Laos and Cambodia. 14. Resumption of economic aid talks between the. United States and North Vietnam.

NEW YORK (AP) — More pure energy and creativeness probably pours into America’s marketing of products than into the invention and design of the products themselves. And nobody believes this more than the premium people. Marketing men will tell you that you can no more sell a worthless product through promotion than you can produce a lily white image for a corporate polluter. But if the product has any quality, you can send it on its way. There are, for example, instances of products that cost less to produce than the container that carries them. And there are products that sell not for their intrinsic desirability but because of the premium attached.
Selling the image and selling “something additional" have, therefore, sometimes become as important as the pitnary product itself, as is illustrated by this tiny tabloid summary of a cocky industry with its sights on the stars. lYemiums have been around a long, long time, hundreds of years by some calculations, but certainly from the pre-Gvil War days of B. T. Babbitt, who offered a color lithograph for 25 of his soap wrappers. Before that time premiums were handed out regularly, but generally not in a systematic way. In 18th century Louisiana, for example, the premium was lagniappe, generally a bit of candy or gum drops or a bit of shrimp.
