WASHINGTON (AP) - The chairman of the House Banking Committee has told Agriculture Secretary Earl L. Butz. that his failure to testify at economic stabilization hearings would cast doubt on the administration’s policies to curb food price increases. Chairman Wright Patman, DTex., in a letter made public today, urged Butz to reconsider his refusal of an invitation to appear before the committee Friday. The committee earlier reported Butz had declined on the grounds that Treasury Secretary George P. Shultz would peak for the administration. Patman wrote Butz that many members of the committee were extremely disappointed that he would not appear and continued, “Your absence from the hearings will cast doubt on policies where doubt is totally unneeded ....
