For Fran Rorer, 28, of Philadelphia, such a design won a first prize in the prestigious 15th annual S.M. Hexter Awards Program, conceived to commend interior designers for their contributions to the total environment. Her award was for the design of the waiting area of the Scheie Eye Institute of Philadelphia. The outpatient area serves people with marginal vision. U.S. Steps Up Diplomatic Protection
WASHINGTON (AP) The Lnited Stales is stepping up the arms and manpower used to protect its diplomats abroad, with little confidence that the current “epidemic’’ is finally subsiding. “We don't see the end as of now,” >aid one official of the wave of threats and violence to U.S. ambassadors and their staffs in foreign capitals. But. another official said, “we're working to make it as tough as possible for the terrorist. In some places he knows he’s likely to run into quite a lot of lead." In the last five years 12 Americans have been murdered and another 12 wounded in 21 incidents. “This is not just a problem with the Black September." a Palestinian terrorist organization, the official added. -It's a tactic adopted and used in main places of the world by dissident groups.” The new precautions, taken after consultation with the Central Intelligence Agency, the Secret Service and the FBI include more bodyguards, bulletproof vehicles and security locks, although officials arc reluctant to discuss explicit details that could alert terrorists. Until recently, the objective was to assign top priority to protecting - the top man, the ambassador himself, and especially in countries the State IX'-
partment considers “high-risk areas." Now. security is being stepped up in ’’lower-risk" countries. The kidnaping in Haiti in Januars of Ambassador Clinton Knox and Ward Christensen, his consul, points up the need lor this expansion, one official said. Officials believe it is too earls to tell whether the additional measures will pay off. Welfare Workers Dropped From Bargaining Bill
INDIANAPOLIS (AP) The Indiana House Ijbor Committee deleted yesterday welfare workers from a Senate-passed public employes collective bargaining bill. The amendment would remove about 3,000 county and state welfare workers. It still leaves about 150,000 government workers covered under the bill. Also exempted from
this particular bill are teachers, firemen and policemen. covered under separate proposed legislation. The committee was told in connection with deletion of the welfare workers that they were paid from three different levels of government—federal, state and local—and it would be difficult to negotiate contracts because of this.
