Clinton unveils initiatives President Clinton has unveiled several initiatives to help put qualified teachers in every American classroom.The president’s fourpronged initiative is aimed at reducing class sizes, providing scholarships to students in exchange for their commitment to teach public schools in high poverty areas, extending the Troops to Teachers program and recruiting and training Native American teachers.The First Lady, Education Secretary Richard Riley and Arthur Moore,A Baltimore schoolteacher, joined the president at the event. Moore has been a part of the Troops to Teachers program to help retired military personnel become teachers since its inception in 1994. A 21 -year veteran of the Army, Moore retired as a staff sergeant and currently teaches 7th grade special education at Harlem Park Elementary, from left: President Clinton,Arthur Moore and Mrs. Clinton.
