Three Muncie projects receive $380,000 from community development Community Development will fund three projects from Muncie’s HOME Rental Development Program. The program is designed to provide incentives for the development of quality, affordable rental housing for low- and very low-income households in Muncie. The three recipients are: •Wilson Middle School: BRIDGES Community Services will receive $300,000 to assist with the adaptive reuse of the former Wilson Middle School, located in Muncie’s Thomas Park-Avondale Neighborhood. After rehabilitation, the school will provide 48 units of affordable housing (24 of which will be HOME-assisted) for senior citizens, 55 and over. Other sources of financing for the project include federal and state Historic Preservation Tax Credits. Also, an application for Federal Low-Income Tax Credits has been submitted and is pending approval by the Indiana Housing Finance Authority. Upon project completion, BRIDGES will be the managing general partner of a limited partnership with Mansure Real Estate Services, Inc., an Indianapolis-based development company, and a tax credit investor that is not yet determined. •803 East Jackson St. and 237 North Pershing St.: The East Central Reinvestment Corp. will receive $79,990 to assist with the rehabilitation of two homes in the Emily Kimbrough Historic District, just east of downtown Muncie. After substantial rehabilitation, each home will provide one unit of affordable rental housing, four bedrooms at 803 and three bedrooms at 237. •317 E. Highland Ave.: Private developers Robert and Eileen Jones will receive $7,818 to assist with the rehabilitation of a single-family home, (three bedrooms and one bathroom). The three recipients will match the HOME funds, totaling $387,808, with about $3,371,239 in other funds, resulting in $8,69 leveraged for every $1 of HOME funds. Community Development will conduct another funding round for the Rental Development Program this summer. Completed applications are due in the Community Development office on July 31.
