Kimmel’s testimony before the Pearl Harbor committee so far has proved antichmatic. He made no attempt at all to fix responsibility for the disaster in “high administration quarters” (a term to be translated, in accordance with the semantics of the inquiry, as “F.D.R.”). Furthermore, the admiral's attempt to clear himself, and fix all blame upon his Navy superiors in Washington, did not quite come off. Adm. Kimmel sought to establish that any errors of judgment he may have made were due entirely - to the Navy's failure to send him all information from intercepted Japanese messages. If he had only known what Washington knew, he says, he would have seen the Pearl Harbor attack coming as plain as day, and acted accordingly. There are two things wrong with this picture. First, what reason is there to believe, that Adm. Kimmel, alone of all the Navy brass, would have drawn the right conclusion from the data at harid ? The fact seems to be that both he and they — indeed the entire military leadership—expected the Japanese to attack in the Southwest Pacific, not at Pearl Harbor, and were mesmerized by this belief. It is easy for anybody to say now that he would have thought differently then. The most damaging evidence against the Kimmel claim, however, is his own admission that he interpreted the war warning of Nov. 27 in the light of other communications, and even of press and radio accounts, to conclude that things were not as black as painted. This was an error of judgment which he can hardly blame on somebody else. He may say that the war warning was not strong enough in view of what the Navy then knew. Nevertheless he did not take the precautionary steps suggested by the warning as it stood. If he lacked information to make a sound j udgment on the likelihood of attack, he also made an unsound judgment on the information and orders actually at hand. There is no doubt that grievious errors were committed in Washington. The high command was warranted in withholding the intercepts, on the ground that results of code-cracking should remain a secret. It "was not warranted, however, in failing to fathom Japanese intentions. It was not warranted in failing to send out clear and unequivocal orders for defense and to see that the orders
were obeyed. But there was another error, too — the failure of the Pearl Haroor commands to act with vigor, alertness and imagination when warned that war might come at any moment. This error cannot be shifted from the shoulders of the Pearl Harbor commands.—Chicago Sun. ‘Curly’ Back In Stride These are nappy days for Senator C. Waylanci diooks. Tie is back in his element. And he comes to the same conclusion: American selisuiticiency. The economic isolation which the senator now preacnes is no more in the national interest tnan tne political isolation he preacned m 1940 and 1941. Having wisely rejected ms counsel tnen, the nation will oe doubly wise to reject it now. Senator Brooks ridicules the idea that our loan will help Britain to abandon empire trade preference. He studiously ignores the fact that Britain has joined us m sponsoring a United Nations conference next Summer for the explicit purpose of relaxing trade barriers of all kinds. Senator Brooks says we should charge Britain the same rate of interest—4 per cent —as veterans pay on G. I. loans. Sheer demagogy. The senator knows, or ought to know, that every extra dollar we charge the British in interest is a dollar they cannot use for buying our goods. He knows, or ought to know, that intergovernmental loans at excessive interest defeat their own purpose; that G. I. loans, in any case, are made by bankers and not by the government. The British loan is a sound and, if anything, excessively cautious investment in expanded world trade on multilateral terms. America needs trade expansion, A m e r c i a needs a relaxation of trade barriers, to keep its own workers employed. But “Curly” Brooks is happy again. Preaching American isolation—atomic age or no atomic age —is the kind of thing he can understand.— Chicago Sun.
The Old Bolshevik In ’Em! If the Republicans, who shout “Red! . . . Communisn! . . . Revolution!” every time a liberal proposal is made, are really on the lookout for subverters of properly constituted authority, they need look no farther than their own ranks. At the recent meeting of the Republican National Committee in Chicago Robert D. Blue, Republican Governor of Iowa, said: “A stop must be made to the practice of writing blank checks to the President even if it takes a taxpayers" strike.” We wouldn’t believe this if we hadn’t read it in The Republican News. This is really incietment to overthrow the Government!
Long Distance continues to be extremely busy. The return of overseas veterans and reconversion activities are making the wires hum. But in spite of the big load, service generally has been steadily improving. And, of course, we are working hard to make it better and still better! Right now, and for a while yet, you can help if you’ll “go easy” on the crowded Long Distance lines.
