PRIMARY (Continued from Page One) recent election in this district. The total vote cast was 29,000 less than in 1942, 46,000 less than in 1938, and 90,000 less than in the presidential election of 1940. In the 1942 congressional election, in which the Republicans made gains, the vote was light in all districts. In the ten special elections which have occurred since then and in the state elections of 1943, the vote, as a rule, has been even lighter. Thus, the Republican trend of the last two years has been established by a shrinking total vote. This poses two, troublesome questions for the political leaders of both parties. First, will voters who took NO part in the elections of 1942, 1943 and early 1944, flock to the polls in November, 1944? Second, will they divide approximately as those who voted in 1942, 1943 and early 1944 divided? These Colorado figures cause the results of by-elections to be discounted and a dubious index of the outcome of the November election . War migration has disfranchised thousands of workers. Few service men and women voted during the past two years, and certainly the labor vote will be larger this year than in any election since 1940. The surveys which reveal that thousands fail to vote, although even eligible, are a direct challenge to party organizations to get the voters to the polls. Unless thousands of voters in Indiana act before April 3 they are going to let the primary election pass without being able to participate therein. Too m any voters have assumed the attitude that the primary election is not important, but that the major objective is to vote in the general election. There is more to a primary election than the nominating of candidates for county offices. In addition delegates to the state convention and precinct committeemen will be elected. Since these positions pay no salary voters are often times caught regarding them of little import nnce and giving little thought as to how they vote. Rut the truth is such positions
are of great importance. The delegates to the state convention will have a voice in nominating candidates for United States Senator, for Governor and other state offices. At the same time the delegates will play an important part in making nominations for the presidency since the conventions name the delegates to the national conventions. At the same time the precinct committeemen compose the working parts of the two county organizations. Delegates to the convention and precinct committeemen may be at the bottom of the ballot, but they loom large as important parts of the primary system. Voters are urged to exercise their right of franchise in the primary as well as the general election. So often I hear someone say, “I have no time for politics.” In my opinion that is the most dangerous philosophy that could enter the minds of a free people. What we need, at this important time in our nation's history, is for every citizen of voting age to register, fully study the records and programs of the political parties and their candidates and then cast his ballot as his conscience directs. Nine hundred spare parts are needed to keep each General Sherman Army ordnance tank in operation for a year.
Congress Hails Simple Tax Bill Washington, March 24. — The Congressional drive to simplify taxes took another step forward today when Sen. Walter F. George D., Ga., said his Senate Finance Committee plans to ease or eliminate the task of filing quarterly estimates of future income and taxes. He did not disclose details but said the plan was aimed primarily at helping tRose whose incomes are “almost ^ impossible” to forecast—largely professional and commission men whose incomes vary greatly from month to month. At the present time, about 15.000,000 of the nation’s 50,000,000 taxpayers are required to file advance estimates of their earnings and to make quarterly payments on the tax over and above the amount that will be withheld from their wages or salaries. Persons whose estimates are off more than 2 per cent are subject to penalty. George said that many of the 15,000,000 have relatively stable incomes and therefore can file a single estimate without fear of miscalculating. But such persons as commissionmen or doctors, dentists and lawyers, he said, are compelled to file revised estimates because of their fluctuating in-
comes.
He said his committee would attempt to solve this problem unless the House, which soon takes up the simplification plan approved by its ways and means committee last week, solves it first. George praised the House committee’s simplification plan, which appeared to have won almost general approval among congressmen. Committee members said they would have preferred to have set a single graduated rate for all income tax returns but finally decided not to for fear of losing revenus from some 9,000,000 taxpayers and from the income from partially exempt government securitie?. ™'. . Under the committee’s plan, the victory tax has been given the
name “normal tax” at the same three per cent rate and the present normal and surtax combined into a new surtax. Rep. Jere Cooper, D., Tenn., a committee member, said combining all three levies into a single tax rate would have lost revenue from “some 8,000,000 or 9,000,000 taxpayers” on whom the committee does not want to impose a surtax but who would be subject to the new normal tax, just as they now are subject to the victory tax. The house simplification plan, expected to reach the senate in about two or three weeks, would relieve 30,000,000 taxpayers of the job of computing their returns and would simplify the task of the remaining whose annual earnings excede $5,000. One of the major features is adoption of $500 as a basis for all personal exemptions—$500 for a single person, $1,000 for a married couple without children, and $500 for each dependent. Generally speaking, it will mean some increase in taxes for childless married couples but a slight decrease for taxpayers with large families. Ag Supply Bill in ’45 Approved
Washington, March 24. — The house appropriations committee today approved an agricultural department supply ibill of $567,995,779 for the 1945 fiscal year—representing a cut of $93,520,737 from the total requested by the budget
bureau.
The committee achieved $50,000. 000 of the slash by refusing to authorize funds for the idepartment’s school lunch program, recently rejected by the house, and effected another major saving by eliminating a request of $28,500,000 for the Farrrf Security Admin-
istration.
Of the total $567,995,779 approved for the department’s operations in the year beginning July 1, ‘ $535,244,192 was in"direct ap- s propriatipns and $32,751,587 in re-

The committee rejected a budget bureau recommendation of $90,000,000 from the permanent departmental appropriations be transferred to various other funds, including one to finance the nowoutlawed school lunch program. It authorized advances of $15,000,000 for farm-tenant loans from the fund of the Reconstruction Finance Corp., but turned down a request of $97,500,000 for rural rehabilitation loans. The Commodity Credit Corporation was voted $5,458,526 and the Federal Farm Mortgage Corp, $8,200,000 for administrative expenses the total of $13,958,527 being a cut of $302,000 below budget estimates. o President Suffers / Severe Head Cold Washington, March 24. — President Roosevelt is sffuering again from a head cold and will remain in his room today, the White House announced. White House Press Secretary Stephen T. Early said Mr. Roosevelt had no fever but was “sneezing during the night and Dr. McIntire advised him to stay in today.” Vice Admiral Ross T. Mclntire, Mr. Roosevelt’s physician, gave the president a treatment for his cold this morning and it was decided to cancell all appointments for the day. Peru, Circus City Loses Famed Title Peru, Ind., March 24. — Peru, once famed as Indiana’s “circus city,” today saw that title become a thing of the past with the sale of 500 acres of land formerly used as winter quarters for major shows to Emil Schram, New York stock exchange president. Only a few of the huge barns which once housed the elephant herds of Wallace-Hagenback and Ringling Brothers were to remain standing. Announcement of the purchase was made by Schram and the consideration was reported to be approximately $100,000. Schram said the rich bottomland between the Mississinewa and Wabash rivers had been purchased as an investment from the Ringling Circus Corporation, its last owners. B. E. Wallace of the Wallace shows purchased the land originally from Gabrief Godfoy, last recognized chief of the Miami Indians some 25 years ago. For years major circuses wintered at the site, training the big “cats” and other acts for tours about the nation during the summer. Many circus performers and officials called Peru their homes. The Ringling interests acquired the land about 15 years ago from the American Circus Corporation and until a few years ago had maintained it for winter quarters. o Bodies Recovered From N. J. River Passaic, N. J., March 24.— Thirteen bodies had been recovered today and between 10 and 16 persons still were missing from the 20-year-old bus which crashed through a bridge railing and plunged into the icy waters of the Passaic river yesterday. Eight bodies were in the bus when it was raised from the river
bottom by a crane late last night. Bodies of the others had been recovered earlier, including that of Walter Leroy Thomas, a pedestrian who was struck by the bus as it went out of control. Seven persons were rescued and were being treated for submersion. The bus, operated by the Cokfort Bus Co., was carrying workers to war plants in Wallington, E. Rutherford, and Woodbridge, N. J., when the driver, Irwin Urbach, Clifton, N. J., lost control as the vehicle skidded on the ice-covered bridge. o James Ott Enters Plea of Innocence Jasper, Ind., March 24. — James Ott, 57, husband of Maude Lucas Otto who was sentenced for arson last week, will face trial April 4 on charges of swindling an insurance company by collecting insurance on an incendiary fire which destroyed his Birdseye, Ind., home. Ott entered a plea of innocent at his arraignment yesterday and Circuit Court Judge Elmer Wood set the trial date. Prosecutor Kenesaw M. Landis dismissed a charge of arson against Ott in Cass circuit court at Logansport yesterday so that he could he brought to trial in Jasper. His wife was sentenced for arson in connection with a fire at the Logansport state hospital where they were attendants. o HASN’T MISSED A DAY.
Ellsworth, Me.—When her husband joined the maritime service, Mrs. Catherine Ladd took over his laundry delivery route. And since that time 15 months ago Mrs. Ladd hasn’t missed a day’s delivery. She figures she covers more than 150 miles a day and about 1,000 miles in a week in her laundry truck. o In the first world war each soldier accepted by the Army had to have a minimum of twelve teeth.
