President Offers 5 Point Program Washington, Jan. 14.— President Roosevelt yesterday recommended to congress a five point legislative program topped by a national Service Law which, he said : , would prevent strikes and make “every ablebodied adult in this nation,” available for war production and other essential services. The president’s five points, recommended in his State of the Union message, were: “1. A realistice tax levy. “2. A continuation of the law for the renegotiation of war contracts. “3. A cost of food law. “4. Early re-enactment of the (economic) stabilization statute of October, 1942. “5. A National Service Law— which, for the duration of the war, will prevent strikes, and with certain appropriate exceptions, will make available for war production or for any other essential service, every able-bodied adult in this nation.” Mr. Roosevelt said his five measures together formed “a just and equitable whole.” Favors National Service. He said he would not favor national service unless the other laws were passed “to keep down the cost of living, to share equitably the burdens of taxation, to hold the stabilization line, and to prevent undue profits.” The president told Congress that after three years’ hesitance about national service, he was convinced today “of its necessity.” • “Although I believe,” he said, “that we and our allies can win the war without such a measure, 1 am certain that nothing less than total mobilizaion of all our resources of power and capital will guarantee an earlier victory and reduce the toll^of suffering and sorrow and blood.” He said he had received a joint recommendation for National Service from the heads of war and navy departments and the maritime commission and described his
