Allies Confident Of Running Down Surviving German Pocket Battleships Now At Large

London — Sooner or later thfe laws of chance will intervene to end the careers of Germany’s pocket battleships Deutschland and Admiral Scheer if they remain qn the high seas. It is confidently predicted in naval circles which rejoiced at the scuttling of the Nazi battleship Graf Spee at Montevideo. The Allied fleets are constantly on the watch for them and the pursurers believe it will be only a matter of time until they are encountered by naval or aerial patrols and hunted down. Experts on naval affairs say the pocket battleships are making the most of their “nuisance” value by their tactics of striking infrequently and then hiding. They have not sunk many merchant ships, but they do force the Allied fleets to conduct an expensive search with valuable craft which might otherwise be engaged if the pocket battleships remained at home. Their service to Germany in this respect is more important than the tonnage they destroy. If they attacked merchant ships often enough to cause a serious loss of tohnage the chances that they would be caught would be multiplied and their careers of destruction would be shortened.

Theory May Be IJpset The theory often has been expressed that the British battle cruisers Hood, Renown and Repulse, and France’s battleships Dunquerque and Strassbourg are the only Allied ships capable of dealing with the Deutschland and Admiral Scheer, which in a few weeks are credited with accounting for a series of casualties to merchant ships, including the Clement, Stonegate, Africa Shell and the Dorie Star, the capture of the American steamer City of Flint, and the sinking of the converted cruiser Rawalpindi. This theory is advanced because the pocket battleships are faster than any other allied capital ships, ^Vhile their 11-inch guns would o.utrange the guns of Allied cruisers and destroyers capable of overtaking them. However, students of naval tactics say under certain conditions that one or more 8-inch gun cruisers or several destroyers would be justified in attacking the Deutschland or Admiral Sheer with reasonable chances of success. Range is Naval Secret The exact range of the 11-inch guns on these vessels and the 8inch guns of the larger Allied cruisers is not publicly known,

but range is not necessarily in proportion to caliber. Even though the Deutschland’s and Admiral Sheer’s guns may outrange cruiser guns, it does not necessarily follow that a pocket battleship would always have an opI ortunity to shell a pursuing cruiser without danger during the interval after the cruiser drew within range of the pocket battleship’s guns and before she could approach close enough to reach the German ship with her own guns. Under weather conditions prevailing in winter over the North Sea and North Atlantic, where the search for the Deutschland was concentrated, enemy ships might well be within range of 8-inch guns before they would sight each other. Given conditions that the vessels were within each other’s range before firing started, the pocket battleship would have a material but not an overwhelming advantage over an 8-inch gun cruiser. A cruiser, with a good break in the fortunes of gunnery, might succeed in disabling or sinking a pocket battleship despite the latter’s armor. These chances would be materially increased if two or more cruisers were able to attack simultaneously. Destroyers Might Strike It would be feasible for a fleet of several destroyers under cover of darkness or bad weather to tackle a pocket battleship in an effort to torpedo her. With any kind of visibility, however, such an attack very likely would cost several destroyers and circumstances would dictate wdiether the

effort was worth the risk. A combination of cruisers and destroyers would be a serious menace to

a pocket battleship.

Theye is always the possibility that a raider would be encountered in an area where aviation could join in the attack. Often weather conditions in winter in northern waters would be a bar to effective aerial cooperation, however. With the Allies' naval problem requiring maintenance of a large lleet of patrol vessels il is hardly likely the commanders would force an engagement with smaller craft if the odds were too great, but there seems to be little doubt that Britain’s and France’s cruisers and destroyers are ready to tackle the Deutschland and Admiral Scheer if circumstances are right.

LIGHTNING BOLT PICTURED LIKE RIVER TRIBUTARIES

Cleveland, O.—Strokes of lightning which appear to the eye as single bolts consist actually of several strokes in rapid sequence traveling at speeds between 3,000 and 4,000 miles per second, according to Prof. John G. Albright of Case School of Applied Science. “This was disclosed through photographs,” he said. “The first stroke of lightning sends out branches looking like the tributaries of a river and establishes the path to the earth. The others follow in the same path without branching, but it all occurs so rapidly that it looks like a single

stroke.”

CENSUS TAKERS FjACE HAZARDS > Washington—U. t • S. census bureau officials hav£ been forced to work out special and - sometimes bizarre techniques to take the 1940 census in Hawaii, Puerto Rico, Alaska and other outlying areas. Census taking in continental United States began Jan. 2 but in Alaska work commenced last Oct. because of climatic conditions. Some temporal adjustments also had to be made in other outlying

areas.

Enumerators must travel by' dogsled, airplane, boat and snowshoe. to canvass residents of frigid and sparsely-settled sections of Alaska, while others, in denselypopulatqd. tropical Puerto Rico, must make their way much of the time by horseback and afoot. Like Puerto Rico, Hawaii’s- climate is always sunny and warm, but unlike the Caribbean island, Hawaii is sparsely settled and much of the territory is covered with a heavy tropical growth. Enumerators must travel much of the way by horse or automobile. Canal Zone Also Difficult The Panama Canal Zone offers a problem of its own. Consisting of a strip of territory extending five miles on either side of the canal, enumerators often are required to reach the populace in the remote areas by native boats, known as “cayucas.” Settlements often are located in the jungle along the waterway. Travel difficulties are not the only problems that beset census takers. In Hawaii, for example, there is a language problem. The 1930 census showed that the island’s population consisted chiefly of such diverse groups as Chinese, Japanese, Portuguese, Koreans, Puerto Ricans, Filipinos, Negroes, Hawaiians, Caucasian - Hawaiians, Asiatic-Hawaiians and Spanish. A total of 154 interpreters had to be used along with the regular force of ■ 200 enumerators to make the 1930 count. In addition to this problem, census takers were confronted with the task of convincing many of the islanders that they were not representatives of the immigration bureau in Washington. The governor issued a proclamation printed in Chinese, Japanese and three Filipino dialects urging residents to cooperate with the enumerators. To reach the various islands that belong to the Hawaiian groups, census officials must travel by boat and airplane. HOME REPATRING AT 10-YEAR HIGH

Washington. —. More American families bought or improved their homes in- 1939 than at any time since the boom year 1929, according to the Federal Home Loan Bank Board. An analysis released by T. -D. Webb, vice-chairman of the board shows that the volume of new mortgage loans by savings and loan associations for the first 10 months of 1939, aggregated $817,195.000. This is an increase of $19,199.000 over the same period in 1938, and $45,315,000 greater than in a similar period in 1937. Of the past 10-month advances, $247,509,000 was extended for new construction; $281,416,000 forborne purchase; $151,579,000 for refinancing; $50,408,000 for reconditioning, and $86,283,000 for other purposes. Citing that new lending records also reveal a growing dominance of member savings and loan associations in the home-financing industry, the analysis pointed out that “from January through October, 1939, member associations advanced $659,660,000 in new mortgage loans—$141,149,000 more than 1938.” The study showed that in 1937, member associations accounted for 76.6 per cent of all loans. With 3,938 member institutions located in all 48 states, Hawaii and Alaska, total assets now approximate $4,664,050,000, a rise of $278,732.000 during 1939. These associations constitute nearly 50 per cent of all operating groups in the nation, ’while their assets represent 70.1 per cent of all operating associations. • . In addition to the lending capacity of the savings and loan members through savings of nearly 4.000. 0000 individual savers, the members also may obtain additional funds from the 12 regional Federal Home Loan Banks. At present tjiere are 2,500 state-char-tered associations and 1,388 feder-al-chartered savings and loan associations belonging to the bank system. ART STUDENTS CONVERT JUNK INTO DISPLAYS

Bridgewater, Mass.—Junk from the dump yards is being used by State Teachers’ College students here to provide window displays for local stores. The work is part of the art appreciation course and the displays are offered free to any storekeeper who w r ants them. One of the window displays consisted of old soup cans, which were dissected and then put together again in the form of two figures sipping soup from a howl. The backdrop for the scene was a Venetian blind, rescued from an attic and painted green and silver.

PRETORIA TO UNDERTAKE DRIVE ON WITCHCRAFT

Pretoria, South Africa—Fighting witchcraft will be part of the task of L. F. W. Trollope, who has just been appointed magistrate and native commissioner of the eastern Caprivi Zipfel by the native affairs department of the South African government. The duties of Trollope and his assistant are thus described m an official statement issued by D. L. Smit, departmental minister. “Administer the territory, making full use where possible of native institutions, to combat the evil of witchcraft and to advise and assist in the gradual uplift of the natives, whose welfare is of moment to the union, both on general grounds and also by trust reposed in it by mandate from the League of Nations,” Smit instructed.
