More than 36 per cent of the accidents involved the collision of care with pedestrians, while nearly 47 per cent involved collision between automobiles. The collision of cars with pedestrians, however, accounted for 42 per cent of the deaths, and collision between cars practically 25 per cent of the fatalities. 41 iPer Cent Serious Pedestrians injured nun-fatally numbered nearly 30 per cent of the total of injury victims- Occupants of automobleis which were in collision with one another totalled 53 per cent of the njury victims. Of the total of non-fatal injuries suffered by victims during the year, more than 41 per cent were of a serious nature. This is an increase over the 36.5 per cent of serious injuries suffered by injury victims in 1930. On the basis of the state reports, it is estimated that non-fat-al injuries included 8700 cases of fractured skulls apd 73,000 other fractures. Severe general shock, with contusions and lacerations, were suffered by nearly 315,000 persons last year, while the nonfatal injury victims suffering concussion of the brain inulcded more than 6,000. j

The 'schools would have to reduce their number of teachers over pne-half and several county officers would have to close their doors because of a lack of funds with which to operate. The city of Muncie would fall into the same pit as ,the city of Chicago financially because it does not have any other source of revenue with .which to meet the costs of government except taxation. , If the City of Muncie pwned and operated her public utilities the profits from such municipal plants could pay the operating costs of government and taxation would not be necessary but unfortunately Muncie is not situated in that respect. The local daily newspapers have renounced the public ownership of light and water plants ip Mtincie and yet a little research will jprove to them that all municipal utiities are roakan aviation field by the city, and ing profits. The same newspapers woud build a three millian foliar sewer in Muncie, spend thousands of dollars for the advancement of
demand the very best of serivees from the city and yet cry out reduce the costs of government, especially in the civil, city, because It is managed by a Democratic admiBietratiou. , One local daly newspaper column praises the action of the Board of Reviews in lowering the valuations of real estate in this city and county and the next day will plead that all personal property, bonds, etc., be placed on the tax duplicate in order that all taxation might not be burdened on the real estate. The fact that valuations are decreased the rate of taxation are necessarily increased and a high tax rate tends to drive away .personal properities that can be hidden from the tax assessor and as a result the greater portion of taxes are placed onto real estate- It is true that more of taxes should be borne by personal property but that can only be properly realized by increasing the valuation of personal properties rather than by decreasing the valuations of real estate. If pgvernment is to .properly function in the City of Muncie or any other city of ,the State of Indiana, the special pession of the Legislature should either disband and go home or attempt to insert some common sense or even ‘horse sense’ into their enacting laws.

NOTICE ON SALE OF BONDS
Notice is hereby given by the uudersigued Treasurer and Auditor of Delaware County, Indiana, that pursuant to the drainage laws of the State of Indiana, the said Treasurer of Delaware County, will at the hour of 10:00 a. m. on the 3rd day of September, 1932, at the office of the Treasurer of Delaware County, Indiana, in the Court House in the city of Muncie, said County and State proceed to sell to the highest and best bidder for cash at not less than the face value, certain drainage bonds for the face or par value of $1,399.30 bearing interest from and after the 6th day of July, 1932, at 6 per cent per annum, payable semi-annually on the 15th day of May and November of each year thereafter and until all of said bonds are fully paid, said bonds will be ten (10) in number dated July 6th, 1932, each being for the sum of $139.93, the first bonds will become due and payable on the 15th day of May, 1933, and bonds will become due each year thereatfer unitl all have been fully paid. All of said bonds are payable at the office of the Treasurer of Deleware County, Indiana. Said bonds have been issued in compliance with the laws of the State of Indiana and pursuant to an order of the Board of Commissioners of Delaware County, Indiana, authorizing the issue and sale of said bonds for the purpose of providing funds for the construction and costs and expenses incident thereto of the drainage proceedings known as the constructions of the drain petitioned for by A.
