What Are Shippers’ Advisory Boards? They are voluntary public organizations, each representing a territory of common business and transportation interest. Theif purpose is to promote the economic and transportation welfare of each territory ifi co-operation with the railroads, individually and collectively. Each of the respective boards is organized by commodity grou’ps, to the end that various phases of production, distribution and' consumption of each district are adequately represented. Here are detailed objectives of Regional Advisory Boards: To form a< common meeting ground between shippers and railroad's for the better mutual understanding of local transportation requirements, to analyze tran-sportat-ion needs*, and to assist in anticipating car requirements. To study production, markets, distribution and' trade channels of the commodities produced in each board’s territory with a view to effecting improvements in trade practices as related to transportation, and to promoting a ! more even distribution of commodities. To promote car and operating efficiency in connection with maximum loading, and in the proper handling of cars by shippers and railroads. To secure a proper understanding by the railroads of the transportation needs of shippers, and their co-operation in carrying out necessary rules governing car handling and distribution. To acquaint shippers and railroads in each section with seasonal requirements in the section in order to promote intelligent co-operation in the handling of equipment between the different districts of thecountry. To adjust,, informally; car difficulties which may arise in its territory between carriers and shippers. To give the shipping public a. direct voice in activities in all matters of mutual concern. The high degree of success which has crowned the efforts of these Boards in reaching toward their objectives is an open record. They have done more to correct the mistrust and misunderstanding that apparently so loag existed between the public and carriers than any other single agency. In all fields of transportation, the Regional Boards have accomplished many benefits which are recognized and appreciated by both shippers and railroads. W. J. HARAHAN, President, The Chesapeake andi Shio Railway,
