TAKING IN MORE TERRITORY.
It has developed that the Commercial Club has added a new department to its already over-crowded list of municipal undertakings. This department is known as the “safety committee,” and Mayor John Hampton is
a member.
This committee, it seems, is to work in harmony with the police department and is especially designed to act in a sort of an advisory capacity in the matter of suggesting new fields of operation for the visible police force and the fifty invisible “vigilantes” recently appointed upon the suggestion of Secretary Manager
Brophy of the Commercial Club.
The latest manifesto of the “Safety Committee” of the Commercial Club is a suggestion made in the form of a letter to Manager Hampton, that the fifty secret
vigilantes be given a wider scope of activities. ( The Commercial Club, it seems, has noticed that the ^J ad t s H - staggs,, clerk
city is filled with “mashers,” who persist in making undue overtures to women and girls on the streets, and its “safety committee” feels that the fifty “citizens of high standing” be empov/ered to regulate this evil. Hampton’s. early training in the Ku Klux Klan seems to be finding full expression in his newest regulatory device, the committee of fifty vigilantes. The first requirement is secrecy. The fifty must be unknown to the public. They must inform on their fellow citizens. And now 7 they branch out as “protectors of pure womanhood.” All they need now is the regula-

THE RAH RAH BOYS. The poor policemen! Just think what they have in their minds but don’t dare to say it. Imagine these poor dudes, who have to obey or lose their jobs, featuring as acrobatic experts every day at the Y. M. C. A.! Looking ’em over, after causing their appointment, Mayor Hampton concluded that they needed physical exercise so they are sent daily in squads to the Y. M. C. A. to play leap frog, ring around a rosy and drop-the-hand-
kerchief.
And the worst of it is that the cops are compelled to do their stuff on their own time, an hour at a clip, and are compelled to wear togs to suit the occasion. “Big Jonesey” and Ed Quirk and Pat Stoney and some of the other old-timers who belonged to the force when Muncie was a real town and cops were cops, instead of rah rah boys, and who got back on the force the first of the year. Must have thoughts-that would not look well in print, But of course, while the boys are skipping the rope and playing ping pong at the Y, M. C. A. all will be well along the Potomac, for Hampton's vigilantes are on the j^b. watchfully waiting.

STAT ETROOPS ARE ORDERED TO MINES TO QUELL RIOTS
Indiana-olis, Feb. 25.—National Guard C oops from three cities in Indian were rushed to the pocket district of the state last night, to quell ru’breaks expected with the reopn'ny. this morning, of nonunion coal mines. Tim nardsmen were ordered out late terday by William H. Kershner, a<’ utant general of the Indiana National Guard, following a conferem -ith Governor Ed Jackson. T o vnits which were to be in the field ' s morning, included a full chemioM warfare company, compcsed of detachments from Indianapolis n-d Greensburg and a squadron of airplanes from the National Guard headquarters at Kokomo. I cave in Motor Trucks The Greensburg men, members of Company B 151st infantry, under the command of Capt., Ross W. Reed left fo- the pocket difetrict in motor 'trucks late yesterday evening. The Indianapolis contingent, composed of members of Company D. 151st infantry comanded by Capt. A. P. Slentz. were scheduled to leave by train at 11 o’clock. Both infantry units were fully equipned with chemical weapons, including quantities of tear gas, in addition to rifles. The air squadron, in command of Maj. W. B. Patton, was to leave the flying field at KokomO, early this morning, arriving at Evansville about daylight. All guardsmen will be housed in the Evansville armory, where they will remain in reserve. Ready for Emergency Declaring the guard has been mobilized for use only in event of extreme emergency. Adjt. Gen. Kershner said they will be called into actual service only in evefit civil authorities are unable to cope with the situation.

Teachers’ Meet.
Washington, Feb, 25.—Moral conditions among the boys and girls of high school age are shocking, John J. Tigert, United States commissioner of education, told several thousand school teachers assembled in the convention of the department of superintendence of the National
Education association here.
‘‘The percentage of crime now reported among boys and girls of hish school age by reputable authorities has become almost incredible,” he said. ‘T refuse to give any further currency to the statistics on this and other shocking social conditions. We havte enough to know that there has been a serious breakdown in character and integrity.” Even illiteracy has its compensations in that it protects the youth from the polluted printed matter of-
the jazz age. Dr. Tigert said.
“Illiteracy is such a serious tragedy that one hesitates to suggest that it could have any possible virtue>” he said. “But a sampling of some of the popular literary pabulum that is now being swallowed by the American people would lead one to surmise that illiteracy may have some compensation and at least serves as a literary vaccination which renders one immune to men-
tal pollution.”
Former Governor Frank O. Lowden, of Illinois, deplored the crumbling of the little red ^choolhouse which once raised presidents. “Unless educational facilities ifl rural districts are improved,’ 7 Lowden said, ‘‘the next generation will witness a farm population largely composed of the physically and men-
