February Term, A. D., 1860. The Grand Jurors empanneled, sworn and charged, to visit, examine, and report upon the condition of the County Jail, would respectfully submit to the Hon. R. D. Logan, sole Judge of the Franklin Circuit Court, the following as heir [sic] report That on the 5th day of the present term, (it being Friday,) we visited in a body a certain
ominous looking superstructure, situated in the vicinity of the south-west corner of the public square, and by a critical examination, we are led to believe that it is of modern architecture, and the principal materials used in its construction were "mud and dornicks," (sometimes termed morter and stone,) that on entering it we found therein confined four living men, and an indefinite number of cubic feet of foeted [sic] miasmatic atmosphere, that is hard to describe, and harder still to endure. The four inmates above mentioned bear testimony in appearance and by declarations, to the superabundance with which the Jailor's larder is supplied, and the use to which a portion of it had been applied. . They had no complaints to make in any way touching their treatment by their Jailor, Mr. Joseph R. Clark. The internal arrangement of the Jail is very deficient in this: the cells are so arranged that it is impossible to have that true circulation of air so conductive to good health. The inside and external walls are so mechanically deficient in their construction, that penons cannot be confined therein at night, and calculations made with any degree of certainty on finding them there in the morning. We deem the present location of the Jail an ill advised one, and would recommend the construction of a new one in a more suitable place, as it would be deemed practicable by our County Com- missioners.
