U. States to be difpofed of, that they m?.y be leaft prejudicial to the community at large, molt bcnthVial to their owners, and by which their condition would be mofl ameliorated? This is the true queltion; what is to be doHe with them ? Vould you baiiifli them to Africa ? the cruelty of the aA would not be exceeded by that of their original importa:ion ; or would you colonize them in the Louitianian wilds, to
fall a prey to hunger, difoafe and the' ferocity of the nieicdefs favage ? or woutd you emancipate them with a dash of the pen, and turn loofe upon the country, upwards of a million of perfons, nine tenths of whom are in the Southern ftates, without the means of fubfiftence, and by which you wou'd expofe our pr- perty to pilagc and our perfons to atTalTination ? - Or would you adopt a gradual abolition I That isconfidered in Virginia, Sc 1 believe in the other Southern ftates, as dangerous and impraAicable as an immediate emancipation. I have thought it a diAate of found policy, that their owners fhould be permitted to remove with them wherefoever they ple-fod ; and that in the courfe of tbrprefont century, confidering the vafl: emigration to the Wefiern territories they would br fo difp-rfod, that they could be cmanr ipated with the fame eafe and fafoty, that they have kern in N.
