Army Tightens Up Its Buying WASHINGTON (UP) — The Army says it has tightened military buying practices but that getting responsible contractors who will live up to their obligations is “one of the most perplexing problems in military procurement of textiles.” Army Secretary Wilber M Brucker made the statement after the Senate Permanent Investigating subcommittee charged that a “nefarious group” of military clothing contractors sold the government substandard goods for “unconscionable” prof-

The subcommittee in a scathing report issued Thursday night called on the Justice Department to bring prosecution “against the individuals whose testimony or activities indicate criminal offenses.” The lawmakers questioned the activities of several quartermaster employes but reserved their severest criticism for Herman and Samuel Kravitz, two New York clothing operators. The report said their activities in supplying military clothing were "amoral and contemptible, made more so by the fact that they were defrauding the miltary services during the time of war ahd death for American military men in Korea.” The subcommittee, neaded by Sen. John L. McClellan, D-Ark., made the sttaements in a 58page report on its extensive in-

vestigation and testimony tanen last year into military clothing

contracts.

The group demanded that the Defense Department tighten up ouying procedures to prevent recurrence of the abuses. Brucker said in a statement :hat damage claims have been iled against certain clothing contractors and ‘appropriate ac.ion” has been started against Army personnel who may be guilty of "misconduct or lack of

propriety.”

Arms Conference Is Deadlocked

LONDON (UP)—Western diplomats believe the Soviet tactics at the London arms talks are de sighed to seal the doom of the present five-power U. N. disarmament subcommittee, it was reported today. The East-West disarmament conference ended in deadlock Thursday. The Western members—The United States, Great Britain France and Canada—agreed with Russia to recess the current deadlocked tables. But then they promptly disagreed on when the talks should be resumed.

The delegates scheduled another meeting today to make another attempt to reach an agreement on the resumption of the conference. The Western powers proposed adjournment until Oct. 1 or until the completion of opening debate in the U. N. General Assembly with convenes on Sept. 17. The Soviets demanded the recew last until the General Assembly has debated disarmament —the last item on the agenda. That would be either in late November or more likely, in December. The subcommittee has been striving for three years to find a solution to the disarmament issue. Its latest' efforts snagged after SVfc months of negotiations on Soviet rejection of the Western “package” plan. Following Thursday's session, a Soviet delegation spokesman said flatly the subcommittee “ha« finished its mandate and ended its work in failure.” Sources said diplomats now bolive the Kremlin will demand the inclusion of satellite and ‘ neutralist” states in future talks to counterbalance the \Vest.
