Hoosier "Highways Every time we pull into a service station and purchase gasoline, we are paying a part of our share for the support of the Indiana State Highway Department, for every dollar spent on Indiana roads comes ditectly from those who use the roads. Our highways are neither built nor maintained through personal property tax levies but rather through the tax we pay when we purchase gasoline and the fee we pay when we buy automobile licenses. There is a 6c tax on every gallon of gasoline we purchase. Two cents of this goes to the Federal Government. Out of the balance of 4c, is paid the entire cost of administering the State gas tax fund and half the cost of operating the Indiana State Police. The balance,, which amounts to around $75,000,000 a

The first gasoline tax of 3c a gallon was provided for in the Indiana Acts of 1923. At first, this all went to the State, but later it was distributed three ways with the counties and cities getting a small part. In 1929, the tax was increased to 4c. and in 1933 the State Legislature mandated the 53-15-32% distribution which is still in effect today. Income from gasoline tax and license fees has increased almost in proportion with the number of automobiles and trucks registerod in 1925 there were around 600,000 motor vehicles registered in the State. Today—3o years later—registrations have reached the 2,000,000 mark. The money from the licenses and the tax derived from gasoline must meet all of our highway expenses. It must resurface re-seal and widen. And all of this must be accomplished on the same gas tax rate that was in effect in 1929! Fortunately, the average miles of travel per year by motorists have increased several fold and our gas tax income has increased proportionately. Based on the national average, those who own passenger cars and light pickup trucks account for approximately 74% of the gasoline purchased; they represent about 89% of the traffic on our highways and about 93% of all motor vehicles registered. Considering the automobile licenses, the taxes paid on gasoline purchased, and the number of miles driven, the passenger car owner pays on an average of about y 2 c per mile to travel our highways. Trucks account for about 6% of the registrations, 10% of the traffic and contribute 24% of the road-user payments. On the basis of more than 2c per mile. Buses account for less than 1% of the registrations and travel, and 2% of the user-tax payments, and on the basis of highway-user tax payments per mile of travel, buses pay in excess of 1 fee per mile. When we consider a passenger car owner who pays $3,000 for an automobile and drives that automobile 15,000 miles, pays only $75.00 for the privilege of having decent roads over which to drive, we realize how little he pays for the service he gets, for
