As your readers have anticipated, and may have realized, the engrossing event of the week has been tbe recurrence of the annual ceremony of Moral'.v decorating the graves of the myriad heroes who, remembered and ixvered, "sleep be. neath the clods of the valley.'' The por tentous weather of last week which threatened to mar the sacred pleasures of that occasion, eventuated favorably, and the exercises at Arlington passed off with impresalvc and satisfactory uccesss- The attendance was larger than that of any proceeding occasion, it being e9timatad that 20,000 persons witnessed the ceremoDics which consisted of an eloquent ad dress by General Logan, a we'd timed poem by Dr. Cox, editor of the National Medical Journal, and appropriate music by the Marine Band and a chorus of Mt voices Throughout the day the city wore a deserted appearance Congress Storni adjnurneothe Executive bracches of the Government, the banks ami principal places of business were closed, and sundry conveyances were brought into rcquibition to take our citizens across the river to Arlington Heights. The National colors were displayed from many housetops, and tbe universality with which the occasion was observed betokened a becoming respect for the memory of tuo?e at whose instance tbe hallowed anniversary was created. The animosities of tbe rebellion were charitably buried in tbe impressive earnestness with which one and all engaged in tbe ceremonies, and surviving friends ef tbe departed heroes can ot but feel that they live in a country sincerely grateful toward ber honored and self-aacriflcing dead. The profhsfnn of flowers presented a heautiful spectacle, while the corainoa. sentiment of sad respect which inspired all, filled the I .. til. AMvXMa . V arnklL. 1. The English doctrine "once a eitiirn always a citizen; " has met with a mndifi.. cation amounting to ahrogntion. so fras this country is concerned, in the treaty recently negotiated by Lord ( l irendon and il Dister Motlev, by which Great Britain places the nHuralized American citizen on the sime faoting with tho native citizen on British soil. TAXATION. It seems probable that the Commtfee on Ways and .Means will report changes in the tax bill in respect to the mmner of collecting the whiskey tax without, in efft ct, raising or lowering the tax. The attempt in the House to ch ngethe special tax on wlflesale liquor dealers, fixed i.t fifty dollar, failed. There is no probability of the Committee's tailing in with the proposition of the tobacco dealers to render a uniform tax of sixteen cents per pound on tobacco. C i.VinE.MlOXAL NOTES. Henry Ward Beecher on Marriage In a recent lecture upon " The House hold," Henry Ward Bacher made the following remarks on love and marraee: " As it is, in the growing laxity of public conscience, rairriag'! Is growing like a mountain pool between two cascades. Men plunge into it hcadlorg fr?2 above whin round the epaikling cucle for an hour, and then plunge ont of it again ami go on tbeir boisterous am! troubled wav. This is the way of animal life. The Lont 's way is the way o( self sacrifice. The household is God's school, where two hearts are to be shut up and forbid len to go ont until they have adjusted all their difference, and tbc' fliey will not w ili to go ont. There U an impression of many that the family of our day and land have degenerated. 1 think it neither Impaired nor degenerated.' It was never so full of goodness, never so strong, to pure, and so fa!l of promise as to day. Women are more generally educated than men. It is for the sake of the household that t plead for a largar liberty and a nobler power to be conferred upon women. It is not to drive out woman into public spheres, and make her walk on the platform etcm ally. If fome have no care for the house, hold, let them luve their liberty, but there will always be abidere at borne, and we plead for their larger culture, because at hjome the children will roap the advantage which comes fioni a nobler intelligence of womanhood.
