A Word to the Citizens of Hammond Concerning the Memorial Athletic Park Project

But the promoters of this memorial park project put up the. argument Ihat the enterprise will like care of its own lndtbtednos by the proceeds d rived from its patronage, and that it will not cost the city a penny. This may sound, on the face of it, like a very plaus.bie argumen'. but after 11. it is purely speculative and problematical. However, admitting that it would pay for itSiilf. that is not the vital point, which Is, that the city must secure tiie payment of this debt by Issuing bonds to cover the cost, and to do this. will. In my judgment, seriously interfore with the proposed improvement of our wster systtm. which is vital to the interests of every man, woman and child of the city. Even as It is, the improvement io the water system under the consideration, does not give us all that we should have but is good a it goes, and will undoubtedly b greatly appreciated by the people. We should not only have an increased water supply, but cleaner and purer v oter. If a filtering plant is out of the question, then by all means, the water intake, which, I understand is scarcely out b mile from the shore line -should be extended, at least, an additional mile. This, of course, would incur a large additional expense. But this should have the right of way above every other project, involving a large expenditure of mo.ey. Then, where is thefe any good fonmon senae in putting an additihoal burden upon the city, when it Is entirely uncalled for. On the evening of this council session, during the dtso-us:on of this subject, one of the speakers went to far as to state that he had inside Information to the ecect that the County Commissioners had already on foot a pisn to erect a County Memorial at the expense of a million dollars, and that it was necessary that thia city project b launched ftrs, in order that we might be exempt from taxes that would be levied to meet rhis e-xpenae. Now 1 made if. my business to Interview one of the County Commissioners in regard to this statemen, and he said to me that there was no movement of that kind, even under discussion at any of their meetings, not only that, but such a project had not even been mentioned, so far as he knew, and that he had been present at all of the regular meetings. This wild statement of the iipeaki-r in question, must have been the creation of an overheated and expanded imagination. The promoters of this ne.heme have resorted to every bit "f strategy at their command to put th.s scheme through. They went no far as to apoint a special meeting at the Chamber of Commerce, especially for the ex-ferviec men. hoping in this way to arouse their enthusiasm in favor of the enterprise, but the meeting proved lo be a flat failure.
