What if Ronald Reagan, prior to the elections, had flown to Moscow to discuss with the Soviet leaders his ideas for a new SALT agreement? Of what if he had met with Khom m or other Iranian leaders to explore his proposals for release of the American hostages? Or if he had gone to the Far East to tell the principals in the various conflicts there how he would solve their problems if elected president? IF RONALD REAGAN had done any of these things, the American public would have exploded in indignation at his undermining of American foreign policy at a time when he carried none of the responsibility. It would not doubt have cost him the election. Yet Shimon Peres, leader of the opposition party in Israel, has done exactly that. Together with his own team from the Labor Party he went to Cairo, met with Sadat, and outlined how he would solve the area’s problems if he were to be Prime Minister of Israel. Sadat listened with a willing ear. And since the chief adviser in the Pei es party was Abba Eban, one of the avowed leaders of the “doves”, those who are prepared to compromise and be conciliatory in the face of Egyptian demands, it should be fairly easy to understand what was offered to Sadat. UNDER THE CIRCUMSTANCES, Egypt’s leader should no longer have any desire to conclude the current negotiations with Begin. Why should he? Though Israel’s present government surrendered all of the Sinai and the oil wells, it seems unwilling to give up much more. Peres and his group, on the other hand, seem to be more reasonable. So, reasons Sadat, let’s wait till after the elections in Israel. Having extracted all we could from Begin, let’s see what we can now extract from the doves and compromisers of the Labor camp. In any other country in the world a mission like that of Peres to Cairo would be termed treason. In Israeli politics, it seems, anything goes. And so the negotiations for West Bank autonomy will again be delayed. Clever P.R. will make it appear that it’s all Begin’s fault, but those who remember the Peres mission to Cairo will know the real reason —A.C.
