that the discrimination is growing. They are grateful that the investigation, which was under the supervision of Charles Evans Hughes, Jr., throws the spotlight of public attention on the vicious
system.
The Committee’s recommendation that the State or city establish full universities in order to combat the discrimination, was also received favorably. The schools justify their practice, the report brought out, on the ground that they are “national” institutions. In essence, the report declared that a quota system against Catholic, Jewish and Negro students had been established. This is particularly bad'in the field of medicine, it was charged, but liberal arts institutions are not exempted from the complaint. During the last decade conditions have grown rapidly worse, the report asserted. Although all the New York City schools publicly deny discrimination against any racial or religious group, deans and prominent faculty members of many of these schools have admitted, privately and off the record, that discriminatory quotas do exist, the report charged. Other practices exist, it said, which while ostensibly not directed against any racial or religious group, In effect accomplish this end and make it more difficult for New Yorkers to obtain admission to schools of higher education.
Chaplain Edward T. Sandrow, one of the leaders in the demonstration said to be supported by some 250 odd Jewish chaplains, charged that Rabbi Elmer Berger, executive director of the Council, had refused to join the chaplaincy. Rabbi Berger denied the accusa-
tion.
In his column in this issue, M. Z. Frank makes the same charge against Rabbi H. J. Schaehtel of Houston, Tex., and Rabbi Nathan A. Perilman, assistant to Rabbi Samuel H. Goldenson at Temple Emanuel in New York. Obviously the charges are serious. Just as obviously they must have come about as the result in a leak at the CANRA, the body affiliated with the National Jewish Welfare Board that is in charge of the enlistment of the rabbis as chaplains. The local daily paper carried the charge by Rabbi Sandrow against Rabbi Berger. Unquestionably there will be repercussions. Nothing like this has ever transpired within the Jewish community of the United States.

District Elects First Non-Jew—He’s a Negro
By HABRY CUSHING Jewish Post Staff Corresaondeot MALDEN, Mass.—The son of a man born into slavery has been sworn in as not only the first negro to hold public office in Malden, but as the first Christian city councilman in 20 years of a district which is primarily Jewish. He is Herbert Loring Jackson, former actor and writer for two Negro newspapers. His father, the late John T. Jackson, came here fron> Georgia, where he had been a teacher, fifty years ago. Father of thirteen, of whom Councilman Jackson is the youngest, the elder Jackson was born a slave on the grounds of the University of Athens, Ga. Some of his daughters returned to the South to teach. Councilman Jackson holds another community honor. He is the only Christia i given honorary membership in the Temple Tifereth Israel brotherhood besides the city’s mayor. His first act as councilman from Ward 7 was

Jewish Telegraphic Agenry PHILADELPHIA—A committee of Jewish chaplains this week issued a statement here attacking the American Council for Judaism for “its defamatory statements impugning the patriotism of American Zionists.” At a press conference, a spokesman for the chaplains said that the group had asked permission to present a brief statement befre the annual conference of the Council here, but had been refused. Major Edward T. Sandrow, chairman of the group, charged that the Council had pursued “a malicious policy of hate against American Zionists” and had stated that “Zionism fostered dual allegiance.” Major Sandrow cited Lessing J. Rosenwald’s testimony before the hearings of the Anglo-American inquiry commitee at Washington as evidence of his charges. Pointing out that 228 of the 305 Jewish chaplains attached to the U. S. armed forces have already identified themselves with the Zionist movement, the chap lains’ spokesmen said that they were resentful of attacks on their patriotism. He called on the Council to desist from attacks on “thousands of Jews who believed in Zionism and who fought and died” to defend America. Says Berger Evaded Call "Such an accusation comes with particularly bad grace from an organization which numbers amongst its leadership men who did not respond to the call of the responsible Jewish Commission to serve in the chaplaincy.” Sandrow said the reference to "men who did not respond” fitted particularly Dr. Elmer Berger, executive director of the council. He charged Berger had been of fered a post as chaplain, but re fused it. Berger deftied the charge. He said he had applied for a chaplain commission in the Navy and was turned down. After hearing that its membership had grown to 11,000, the meeting adopted a $300,000 budget.
