Recent Cabinet meetings were called off because Mr. Roosevelt has been suffering from a cold. Mr. Roosevelt's every move affecting foreign policy will be followed with increasing interest in the next few weeks in an effort to determine whether some new step has been taken because of what Mr. Welles learned in his conversations. with Europe's leaders.
