NOPE FOR ARMS PARLEY ROUSED BY NAVAL PACT Disarmament Conference May Be Called by League of Nations. BY MAURITZ A. HALLGREN -United Press Staff Correspondent WASHINGTON, Aug. I.—Hope that the League of Nations will, after a decade of hesitation, call a world-wide disarmament conference was expressed in government circles •today after officials had studied - news dispatches telling of the Brit-ish-French naval tonnage compromise. Virtually every nation, including . the United States and Russia, woujd be represented at the contemplated conference, it was said. Arrangement for the meeting would be made by the league’s preparatory disarmament commission, which has been struggling for several years with the task of preparing an agenda. Delayed by Obstacles Foremost among the obstacles which the commission thus far has been unable to overcome has been the dispute over whether naval ships should be limited on a total tonnage basis or by classes of ships. France supported the former view and Great Britain the latter, but now that a compromise has been reached, another difficulty still may remain. Several powers, led by France, have contended that a country’s potential resources should be considered potential armaments in any disarament scheme. Under this plan a country like the United States, -with extensive resources, would be almost stripped of armaments, while a less favored country would be permitted to have a relatively larger standing army, great stores of munitions and a big navy. Report France Yielded Although she has not formally said so, it is understood at the State Department that France also has yielded on this point to the British and American view, which would have only actual armaments and regular troops and sailors considered in limiting a nation’s arms. With these two problems solved, American officials believe the preparatory commission will have no further difficulty in agreeing upon an agenda for a world conference.
