New Order Requiring Incisions in Revenue Stamps. The Internal revenue office expects to receive instructions within a day or two regarding the new order relative to canceling war tax stamps in denominations above 10 cents. The Government authorities found that schemer* In large cities have been making money by washing canceled stamps and selling them. The new order la effective December 15. In addttlon'to writing or stamping with Ink the Initials of his name and the date the user of at amps will now be required to mutilate them by cutting three parallel Inclatona lengthwise through each stamp, beginning not more than a quarter of an Inch from one end and extending to within a quarter of an inch of the other end of the stamp If the stamp la p^forated In any way the cutting will not be necessary.
