The enumeration of school children in Indiana is receiving the attention ot tlie Depaitmcnt of Public Instiuction It is taken between March 1 and May 1, and soon alter its completion the department makes the apfiortioument of school monev The ''upreme Court is expected to make an important ruling on the question ot enutner atiun belore May I The ease comes troiii Allen county, where the tru-tees made an enumeration which 1 laviiis J Y uuug county superintendent, declined to receive He asserted that the returns were “padded,” aud be took an enumera tion which showed tbe number of sthool cliildreii to be considerably less than shown by the enumeration of the trustees Ihe superintendent sent his fieures to the State Nupennteiident, out tbe Su prenie Court restrained the apportionment until It could t>ass on the controversy Superintendent Young says that seliool chi'dren were credited to his neighbors who did not have children The controversy extends over all of Allen county People living outside of Ft Wayne sav that the e nil me rati on in the city has been ‘ nadded ’ until It deprives the country schools of money to which they are entitled The bupreme Court will past upon the question ot whether tbe duty of couuty superintendents in making the returns is rainisterial or discretionary If it is held to be minis terial then the enumerations of trustees will have to be accepted bv county superintendents who forward the figures to the State deuartmenL Auotiier thing involved in the Ft W'avne controversy is If the Supreme Court decides in favor of the county super intendcnt it will deprive Ft W ayne of a representation on the State board, and give the place to Terre Haute It is charged that the purpose of the ‘’padded'' enumeration at Ft Wayne was not only to increase the State allowance of money, bnt to retain membership on the school board The State Superintendent says that false returns are sent m from many plaies in the State In Indianapolis three years ago an enumeration was taken that was thought to he incorrect A second list was luaue out which reduced the number about 14,0o0, and on this the apportionment was made The difference in money was about #40 (XXk Since then the city bos never reached tbe figures of tbe first enumeration, although the school population is on the increase. An effort has W n made to have the Btre>ets and residence numbers retumea in making the enumeration This is not required by taw and the census taken have declined to do it Soch information, tbe State deoartment soya, would make investigation of tbe leturna easier.
