An offer to sell the city a tract of land 108;4 feet on Washington and 183>i feet on California, to be used for a West Market was received. The price asked is 921,600. A petition requesting that an ordinance bo passed permitting hacks and express wagons to stand on Jackson Place and Illinois was received. The ordinance was passed, Mr. Rassmann’samendmint that tbe backmen first rsceivs permission from the property owners in front of whose places tbs hacks were to stand, failing. Mr. Martlndale bad an amendment put In the ordinance permitting the vehicles to stand in front ot the Denison Houss. Tbe ordinance prohibiting tbe placing ot boxes, show Cases, etc., on the sidewalln, was repealed. If the Aldermanic Board concur in this action the sidewalks can be littered with all kinds of obstructions, and banana peddlers can hold full sway. The appropriation ordinances show that illuminating gas cost for September 98.3C8.16, electric light 1887, and vapor light 9425. The claims for

The compromise of 92,100 to the widow of Thomas Webo, killed on Chesapeake street, snggeated by the City Attorney, was referred to the Committee on Accounts and Claims. Treasurer Osterman reported a balance of f66,528.22
in the citv treasury.
The viaduct ordinance was introdneed, read the first time and referred to the Committee on Railroade with Councilmen Murphy, Coy and Trusler from the South Side. The committee will meet Wednesday morning for consultation. The water contract was not

B. B. Martlndale, of the World’s Columbian Commission, will return to Chicago this week to attend a committee meeting. "The Legislature should appropriats not less than 960,000," said be this morning. ‘’At least that sum will be required if Indiana makes the showing she should. Minnesota, I see, proposes to appropriate 1160.000 and Carifornia will appropriate 1300,000. Tbe Legislature abould appoint a commission to have charge of the expenditure of money appropriated. The State ought also to have a.Worid's Fair Aasociatlon, or an oiganixation of some kind, composed of public-spirited citixens, who will work t i tbe end that Indiana’s showing may be commensurate with onr resources." "Ilow will the money the State appropriates be used?’’ "It wUl be nsed to assist manufacturers and others in making creditable displays, and in erecting a suitable building tor State headquarters. No State will be permitted to construct diminutive buildings; no shabby or inferior bnlldings will be permitted on tbe site. Of coarse the State's manutacturing display will be in the main buildings to be erected by tbe Cblcago Commission, but tbe State will have to have a headquarters building. Tbe Chicago Oommission will construct all buildings after the plans have been approved by the National Commission. The local commission is now at work on the plans lor the buildings, and as soon as tbe plant arecomplsted tbe National Commission will be called together to approve them. Tbe idea it to begin the erection ot tbe bnildings early next spring. That will give two years in which to complete them." Oriental Public Instaliailon.
