Thu president does not intend to withdraw the nomination of Fred Douglass, and ssid to a friend laat evening that he thought it a fit appointment, and believed the senate would confirm it A pnvale dispatch received at Washington from New Orleans, by the Louisiana delegation, states that the collections la the /first district, in the past two days, amounted to $19,400, warrants of Nicholls's government selling at seventy-five, an advance of thirty per cent on two days ago. The president said yesterday that the present condition of things in the south was of sixteen years’ growth, and he could not be expected to correct it in sixteen days, but that the policy of nonintervention will be carried out at the earliest moment practicable. A rumor is in circulation that charges of a serious nature have been preferred •gainst the Indian commissioner, bat his friends ere confident that no allegations effecting his character will stand &e test of investigation. Mr. Smith’s reputation hae heietofore been above reproach. It is believed that on Wednesday next Hayes will direct the secretary of war to issue an order withdrawing tha troops from South Carolina and Louisiana. Meanwhile Hampton and Nicholls are to tile at the scat of government a guarantee in writing that the colored people shall be projected in their political and industrial rights. Nicholls has already indicated that he wiU give each a pledge, and Hampton, it is expected, will make a similar agreement. Twelve Persons Killed and Seven Wounded.
A frightful accident owmirad about five miles east of Worthington aboot 2 o’clock yesterday afternoon, by which, 12 persons wore killed and 7 wounded. Tha boiler in the mill of Hnnter Brothers exploded, wracking the mill and kiUlng or wounding everybody in it. Soma now machinery had just been placed in the miU and the neighbors had gathered to sec it put in operation. They ware standing near tha boiler at the time, which accoanta for tha fearfnl havoc the exploeion made. It ia supposed those in charge became interested in the running of the new machinery and let the water get low in the hollar. The names of the killed are; Killed—A. Vandeventer, cat in two; James Hnnter, injured in abdomen and head crushed ; John Wilkia, crashed with mill si one: John Bpeltx, gash in forehead; son of G. W. Bender, leg blown away; son of George R*y, son of Wm. Hnnter, two sons of David Hunts*, portions of their heads were severed from the balance of their bodies; Mr. Hamilton, son of Henry Sarver^ head entirely blown off. A son of Jacob Brnbaker. Wonnded—John Brnbaker, Alfred Hunter, A. Hash, son of George W. Bender, Wm. Bland, soq of James Hauler, and arother person, unknown. The mill was entirely wrecked and soma parts of the mutilated remains of the victims were found at a great distance scattered on the ground or banging in the trees. The mill was used for grinding on certain days of the week, and this unfortunately was one of the grinding days.

[Associated Press Dispatch.1 Chicago, March 17.—Freight rates on all grams but wheat, frem Kansas City to St. Louis and Chicago l)iave been reduced 3% cents, the new rates to continue until April 1. When the new passenger rates to New York from the west were annonnoed by the pneaengtr agents who met in St. Louis, the Lake Shore and Michigan Southern railroad refused to accept the advance and continued to sell tickets at the rate of $13. This action was understood to be in furtherance of the Vanderbilt policy in the New York Central com petition. It was expected that the Lake Shore would soon agree to the advance, but that not having been done the other roads will undoubtedly return to the old figures in a few days.
