It also gives the Insurance Commissioner the power to require additional capital of companies, when in his opinion the security of jiolicy-holders require it.—[St. Louis Review. The subject of life insurance is one which rightly demands the attention of every p*rson. Death is certain to all, but uncertain as to time. It is this uncertainty which should force all to be prepared for its coming. Pwviding for the future comfort and care of those dependent ones who will survive us, is an act which, next to their present comfort, should occupy the attention of every rightminded man.' How this can best l>e done, is an important Question. Life insurance furnishes us with the answer. The investment of a jiortion of one’s income in a life policy creates at once an estate so out of proportion to the amount invested that no othermethod of saving can at all compare with it—[The Conran t. In a suit brought against a life insurance company in St Louis to recover $10,000 insurance, which was tried last week, one of the grounds of the defense was that the insured had been addicted to drunkenness, while he had stated to the company’s examiner that he was sober and temperate in his habits and had always been so. The question of what constitutes a drunkard having thus been raised, Mr. Francis Garvey, an attorney, was put on the stand to enlighten the Court and the jury as to this point. Mr. Garvey testified tHat a man who drinks after dinner or at night is not a drunkard. “A drunkard,” said Mr. Garvey, ‘‘is a man who gets drunk or drinks when he can get at liquor. If a man gets drunk in the daytime he is a man of no character; but if he drinks in his own house all night there can be no objection to it.” As a legal definition of what in St I Amis is considered to mark the distinction between temperance and drunkenness, Mr. Garvey’s opinion is of interest— [Courier. 01 all the monstrosities in the shape of insurance legislation a bill before the California legislature caps all. After providing that any person proposing to act as agent shall give a bond with security for $5,000, it provides that upon filing the statement as herein required, the agent or officer named in the bond shall pay to the Insurance Commissioner of that State, a tax of five per cent (5 per cent) on the amount of such premiums collected from the fire, marine and life risks in the State, and for the purposes of this act, all premiums shall be deemed to have been collected, which have been entered upon the books of the agency. The penalty for the violation of this law is found in sec. t». Every person or firm whoshall effect, agree to effect or procure insurance for citizens, from or on account of any insurer or insurance companies or associations not incorporated under the laws of this State, after the first day of May, A. !>., 1872, without having fully complied with the requisitions of this act, shall be deemed guilty of a misdemeanor, any shall, on conviction, be fined in the sum of three thousand dollars, one half of such fine to be for the use of the State, and one-half for the benefit of flie informer. Another noteworthy feature in the act is that over and above his salary, the Superintendent is allowed one-half of one per cent, of the income of his office “for collecting it”—[St Louis Review.
