But it may be ques tioned whether other and deeper lying causes are not behind the hesitation shown in the securities market, both here and n hrosf!. The condition which la common to all of them is the plethoric condition which has developed in the money markets and the backwardness of capita about taking fixed lodgment in Investments. Money on call and ordinary -time loans is in redundant unnlv- with verv slack demand, while railroad and corporation notes running from one to three year9 command a high rate of interest in our own market, ana capital Issues In other forms are withheld for lack of an absorbtlve demand. The volume of freight .trafllc In the week ended April 23 was 'disappointing, owing to the fact that cars are plenty and all con gestion of business is well cleared up, the empty car movement last week being the largest in any week of months past. The dullness in freicht business is beginning to be felt not only here but all over the country. Still, a bel'ef prevails that this light traffic is but temporary, and it is thought business will soon readjust itself, but it Is not" expected that as heavy tonnage will be moved during the next few months as last year at the corresponding period. A railway official who has traveled a good deal of late said he had fovnd de pression in business wherever he traveled. and he attributed this to the fact that people are continually .waiting agricultural and commercial developments.- It is the year for electing a President and it Is not unusual for freight, business to Buffer more or less under such conditions. Railroad managers, however, are not disposed to look upon the situation as an indication of hard times among the people, but merely a period when .there is a depression diffi cult to explain, and they believe another month will usher in a more cheerful state of affairs. Thus far freight rates have been strictly maintained, but fears are ex pressed that some shading will be Indulged in should the dullness long continue. For tunately local- business is fully as heavy as at the corresponding period last year. A financier, in speaking of President Cassatt's administration of the Pennsyl vania and the attacks which have been made on the property by hostile interests. says the bear raids on Pennsylvania have about spent their force, and the public is beginning to realize how unjustly to the management the criticisms of its policy in increasing its capital stock have been. Ihe Pennsylvania shows, in spite of the adverse conditions of the late winter, earn ings or IMt per cent, on its entire capital stock, new and old, and in spite of the fact of its new capital has not of itself been bringing in a cent of revenue beyond a merely nominal banking increment. If the great railroad system has in a given period declined, and under conditions .of the most unfavorable character been able to carry the burden of an inactive capi talization or xuiiy one-iourtn its entire capuai siock mere need ue no uneasiness a3 to its position. The truth is the business of the railroad is growing so rapidly mat 11 is unable to handle it all. Its his tory of tifty consecutive years of cash ( ividends has shown the wisdom and conserva tism of this policy, and the present show ing is a sumcient refutation of the claims of the bears and a satisfactory assurance to its stockholders of the safety of this policy as to the future. When the con.Via. lempiaieci improvements are carried out the rad will undoubtedly show earnings of fully 15 per cent, of its entire capitaliza tion. Panhandle Report for March. Secretary S. U. Liggett, of the Penn sylvania lines, west, Saturday issued the statement of tho earnings and expenses of the Pittsburg, Cincinnati, Chicago & St. Louis Hallway Company for March and for the three months ended with March 31, as compared with the respective periods of 1WS. in each instance the enormous increase in operating expenses is shown. For March the comparative figures were: Gross earnings, decrease, $96,9i; operating expenses, increase, 5ix.9i3; net earnings. decrease, 5200,313. I nder the agreement the Santa Fe, It Is stated, secures an equal interest with the Southern Pacific In the California Northwestern Railway and the Xorth Shore Railroad, which Is said to have lately passed into Southern Pacific control.
