Bingham, from the Committee on Buildings and Grounds, submitted a verbal report

upon the condition of the school buildings throughout the city. Mr. Bell, from the Committee on Teachers and Salaries, reported, recommending the appointment of the following teachers: Miss Fannie Cook, "A," primary grade. Third District 8chooL Miss Mary Hughes, "C" and "D," primary grade, Fifth District (colony.) The recommendations were concurred in. Considerable discussion arose regarding the duty of the school teachers In certain matters pertaining to the ventilation et the various school buildings, no little trouble having occurred In this respect. It was decided at length to have printed Instructions placed in each room, wnich will be followed strictly by the teachers. ACTION OF THE COMMITTEE ON JCDCCIART. Mr. Elder, from the Committee on Judicitry end Discipline, submitted a report in relation to their action in the case of Daniel Sinks, who had been accused, tried, found guilty, and dismissed Torn school for throwing stones and gravel Into the pumps of Fourth District school house. The committee had re-investigated . the matter and after examining numerous witnesses had decided to recommend Sinks' dismissal from the schools, and also that a bill for damages to school property to the extent ot $3 50 be sent to 8inks' pere. The committee felt that an example ought to be made ot young Sinks, which might have the effect of staying the hands of yqung vandals who love so to destroy and damage school property and have heretofore felt safe from the consequences of their misdeeds. Mr. Eider said further, that a notice by Sinks' attornej bad been served upon him as President of the School Board of a suit which had been Instituted against toe Board, and all concerned In causing the exclusion of S:nks, Jr., from the City schools. As le was not President of the Board, the question arose as to the legality of the service. Mr. Barnard moved that all irregularities in the service of the notice be waived that the case might be brought to trial upon its merits without delay. It is a question of discipline of vital importance to the schools, and it the suit Is decided against the Board it can be carried to the Supreme Court, and the quebtion settled beyond dispute. The report of the Committee was received, and Mr. Barnard's resolution adopted unanimously. MISCELLANEOUS MATTERS. At the suggestion ot Superintendent Shortridge it was ordered that hereafter teachers in the A Primary and Intermediate grades of the public schools be required to have all examination papers of pupils prepared with pen and lsk, and that whenever required by the Superintendent of Writing, they shall send to the office of the Board specimens of penmanship, similar in style and amount to those prepared last June. Pupils to be required to write in a plain, bold hand. Mr A. C. Sbortridge announced that the following named teachers had resigned their positions in the schools, said resignations to take effect Friday, December 24: Ada B Klum, B grade. Tenth D;strlct. Lydia E. Rutledge, D trade. Second D. strict. Sarah Sloan, D primary, Fourth District. Alice Richey, C primary. Fourth District. In the nigat schools J. M Coyner, Head Assistant of the S x-.h District; Mary Wilson, Assistant, Sixth District; Alice MeCormick, Assistant, 8econd District. The resignations were accepted upon motion of Mr. Elder, and the comm tUe on Teachers and Salaries instructed to fill the vacancies. Mr. Bingham moved that the Secretary be instructed to distribute the manuals left over as he may deem nece-sary. Adopted. Mr. Bingham stated that the expenses of tbe schools in the city. Including payments on the new buildings, etc., from July lto November SO, amounted to SU4,3S2 65 The Board then adjourned.
