And the adoption of such a rule would he good policy in the affair of the State. Before the State should surrender so large an investment altogether, she should appoint a competent and well qualified person, in K-hom confidence is to be reposed, to make a complete examination of the whole of her interest in this work, and thus act understanding in the surrendering of the work, forgetting at no time, that the whole poeople of the State have an in- j terest in the same. It is a matter of no small 'mportauce to pass a-vny upwards of a million of the funds of the State, and I think it should j not be done in this hurried, ex parte manner,' without any evidence of the value or prospects! of the work in question. The offering to sell i the iu terest of the State in our public works, or surrendering them up absolutely, under present circumstances, without withholding in onr hand any check or restriction, would be theestahliithiuga precedent full of incalculable mischief. The object of the State, should be to have our public works co mpleted, and when completed to be used by our citizens as channels of trade and ! commerce, by the payment of sufficient revenues to repay well the capital invested; but net to make them engines of oppression and monopolies.
