Soldiers' Home. -We gave yesterday some of the reasons, which incline ns to disfavor the Soldiers' Home Enterprise as contemplated by the Association organized at

Indianapolis. : - Oar objection was, in few worJs, that too much of the money snh scribed would be absorbed by supernumeraries connected with the Association, and th benefits of the Home confined to too few of oar disabled soldier a Wa propose, to-day, ta suggest what wa regard as a mora practical, uniform aod certain way ta accomplish tba object

aimed at by the Soldiers' Homo Association, while obviating tha most serious

objections to that enterprise. J We would adopt one of twa plans, both operating ia tba same direction. ' 1st . We would have a careful investigation to ascertain tha exact n amber of oar soldier who nave bn disabled in the service, tha character of their misfortunes and tbeir circumstances ia Ufa. A rolt of these nofortanate bat honored children of the Republic and State should be kept in the archives of oar State by some one of the State officers, to be designated. In this way not alone those who boldly apply for assistance

will be known, bat the modest and retiring, who would' rather Buffer than

parade their poverty, will also have their claims recognized and their Bufferings alleviated. This we regard ai an important point. Hundreds of men,' needy and disabled, wonld rather Buffer with their families and remain at home than to abandon those families and apply for adaiasioa to a Soldiers' Home, however luxurious might be its accommodation 2d. Having ascertained the number and eirenmstanees of those requiring relief at the bands of the eiticensf of tbe t State, we would have the State Legislator enact a law setting apart a liberal pemion which, added to the pea.

siou allowed by the Government, would place them in comfortable circumstances

and levy a tax for that especial purpose. By Ibis arrangement the funds for the relief of disabled soldiers would be permanently sacured. We would like to see the party that would dare to attempt its repudiation. , A greater number of soldiers would be benefited, and tbeir families aa well enjoy incidentally, the blessings conferred by the : pension. Modest men would not have to exhibit

themselves daily to satisfy the idle curiosity of pleasure seekers who chose to visit the handsome grounds and splen

did gardens of a Soldiers' Hornet but in the quiet of their own firesides, and surrounded by loved, ones, they could feel they had a soldier's home worth ; all others, however grandly they might be constructed and adorned. If the numbers of disabled soldiers are no larger than haa been estimated by the Indian, apolis Home Association, the additional

burden upon the txpayers of tha State, to provide A liberal pension for ihem all, would 'scarcely ba felt It is estimated

. Tie Proper Policy. We have repeatedly urged tha impropriety of too speedily attempting tha re organization of the rebel 8ttea. ; Wa have deemed it the .wiser course to let time have an important influence in the great work of re-construction. We have been satisfied that a large majority of the citizens of those States are aa intensely rebellious to-day. aa they have, been at any time daring the past four or six years. If freely permitted ta express their feelings and opinions through tha ballot box they will all ba found hos

tile t tha Government Any election'

that will not permit them to thus express themselves freely is a mockery and a farce.- Wa dislike military interference

with elections. " We"prefer that no elec

tiona at all should be held. This is why

wa cannot approvo, of the altera pt to.

time.' They ara. sot free. Tbsjarenot

the rebel Statee by military authority

until by th voluLtary action af ma

jority of their people they re-organize

tbeir civil Governments , in conformity

to the genius and theory of our institution . Ia their blind advo

cacy of some on of the numerous

re-construction panaceas which have

been recommended for our national ail

meat, most of oar coteraporarie have

lost sight of the great fact that it is best

aot to move at all, until the surrounding ara batter understood,- lest wa move

wrong. W observe that soma of them

are coming back ta, the trae ground. There ia aa necessity for the Union part) to split to pieces an th question of re-organizing the rebel States, or negro suffrage, when delay will unravel the difSaultias which now beset it, ' Military governments have already been established in all the rebel States. Those governments should remain in

force until the people of those States voluntarily ask Congress to re-establiab civil government in accordance with the great principles of right,' which the GovaransMt has saeewssfally vindicated.

When a majority of tba' people of those

think our people ar so anxious for dis

play that they will not subscribe unless tbeir subscription is continually paraded bfor the world by lavish trustees and stewards of gandy establishments, miscalled Soldiers' Home a The comfort of all th disabled soldiers married and single ia what they ar after, and they prefer to have every dollar go

directly to that object 4 ;. . .- , , . Bat of the" two plans we much prefer th on first named the passage of a law by onr State Legislature, proriding a liberal pension for the disabled

soldiers of onr State, and no distinction should be made by reason of any rank they held in the service. This plan we think win satisfy all our cotemporariss,

who, with us doubt - the- practicability and wisdom of tha Indianapolis Soldier'

Horn aoterprise. It certainly will ob

viate tb necessity ' of spending thousands of dollars in purchasing ground

th precisely the samapc wr at

the ballot box; and that Congress should

compel an observance of this principle

At this point wa part company witk the

Republican. We think Congress has no

right to. prescribe lie Tu'e suffrage in either States or territories They have no right to say who shall 4 votend

who shall not vota, if they had, a power would be lodged 'in their hands that might be used to auVrert tha liberties of th people. Bat, as we said before, we

do not at tbia time choa to discus the question of negro suffrage. , "Sufficient unto tha day is' fie'evil thereof. " We ar desirous of witnessing how the freedmen'of the South use their suddenly acquired liberty before wo wonld confer

upon them the privilege of the elective

franchise. To-argue that thejpare in

competent . to preserr , their . libarty, backed by the Whole power of the Government, unless they are' permitted to

to vote, is, lo' our mlndV, to airgue that

they ara unfit for either privilege .j
