The Nashville Press and Times learns that a noted guerrilla of East Tennessee lately took the amnesty oath and returned borne. 'lie' bad been at home but four days when be was shot dead by a Union man, whose wife he had hung op by her wrists two years ago. t An accident occurred on the JeflVrsonville Railroad, Monday evening, by which two men Were killed outright and seven wounded, .one of whom has bad bis leg amputated.' Lead ing Republicans differ a much from each other as they do from their former political antagonists, as to tb policy to be adopted. - The fixing of the status of the negroes, a question intimately connected with" thai ""bT reconstruction, adds difficulty and' confusion to the problem. The South has always been more formit datile In political manazement and trickery tban she bas been in her appeal to the sword. There is a reason for this. ' In the fusBner case alone ber poli ticians can use to advantage their North ern allies and sympathizers. There is yet another reason why there is no necessity for baste in re organizing the rebel States. The rebel debt was destroyed when the rebellion was crushed. It is not to be expected that the rebels will willingly contribute towards paying the debt of the Government, con tracted in thwarting their aspirations for independence. It is to be antici pated that they will use all tTieir ability and power to rid themielves of the taxa tion required to pay off the interest and principal of our large debt. lathis they ill be aided by Northern Copperheads, several cf whose leading papers bava already thrown out bints in that direction. If the Southern States are reorganized at once, and permitted to send up their old delegations to Con gress, it is readily seen that, with tha co-operation of Northern Copperheads, they could at once form a powerful party in favor of repudiation. This, after all, is the only rock left upon which the Republic stands the least danger of split ting. There is no danger here, if com mon sense -will guide the leading men of the nation. There is time enough for the re-organization of civil government in the rebellious Stales, We repeat, there is no nectatti y for nnseemly haste. Let tha rebels manifest a desire for civil government before we tender it to ;bem. It will do tbfm no barm to try military governrceat until tbey get settled down, and lay as. d some of the rage that starved helplee.i men to death and drove feeble women from tbeir homes in the depth of winter. It will be time enough to worry ourselves over negro suffrage after we See bow the negro conducts himself as a freeJuian. If he demonstrates bis manhood by industry and thrift, the people will be better able to judge of bis (Hues for higher positions in the body politic. vVaiting will also have a tendency to harmonise the new relations between mauler and servant which bave grown out of the war, while the violent aiuiin of such exasperating questions as negro suffrage now will only inflame wounds yet raw and sore. To our minds wisdom dictates caution and slow speed now, more tban at any other tima since the beginning of the rebellion. Let us heed her warnings and feel carefully the ground on which we tread. Reasou begins to dawn upon tbe Northern mind the days are brightening. 1'ractical, vigorous statesmanship on your part now will loosen tbe iron grip of the federal ruler. Many of you have, without pausing to examine the facts, very naturally allowed the tyrant's interpretation of Gen. Lee's surrender to have too depressing an effect. Tbe "peace" in tha Grant and Lee correspondence did not mean the degrading of aoldiers and citizens into helot slaves; its character was impressed upon Gen. Lea by preceding authoritative declarations, and by the antecedents of Gen. Grant, who was,pat forward by his friend for the Chicago nomination Ut August as a Jronian State's Rights Democrat of many years standing. Tbey declared Qiat bis battle-cry bad aiwaja been, and would continue to bp; u The Constitution 's it is, and tbe Union as it was." When Gen. Grant, ss Commander-in-Chief of the Federal armies, wrote to Gen. Lee, Commander-in-Chief of the Confederate armies, that tha best mode of securing peace waa to surrender in tbe way indicated by bim, tbe question at issue was not what was to become of the army, but the fate of the country in tbe largest sense. " Peace" thus spoken by (Jen. Grant bad the highest possible significance, and tbe correspondence shows that Gen Lee surrendered upon the assuring manner in wbicb the word was given, If Gen. Grant did not mean peace with tbe fullest protection tbe Constitution conld give (and Gen. Lee, repreientir.o; the citizen armies of the South, coo d not have understood anvthing e se), all tia word were false and cruelly dec-ptive; and be will violate every principle of chivalry, honor -aad ju-tice if be now lend himself to any coercive measure in conflict with th Constitution, as he is known to interpret it. Tbe immediate object of tbe Federal j nsurpers is to possess themselves of the State governments of. the South. Tot this end tbey bave invented a test oath, embracing tbe Constitution, with a aeries of slavish, unconstitutional conditions artfully prepared, wiih tha object of exciting your disgust at tha rejection of the whole. Protest at all times against the imposition; but, if forced upoa you, save your franchise, (tbe life blood of the South,) and swallow the oatb, though the conspirator should offer it ia tba "bowl of hemlock." Tbe Constitution being part and parcel of tha oath, is antidote to tbe deadliest political potion, however intensified by their legal doetors, and is yonr moral and legal defense against any claims on your conscience sought to be imposed by these Haytien lawgivers. To support and defend tha Constitution intact, as you understand it, will necessarily invalidate and render null and void tbe abnormal portions of Ibis hybrid oatb. The various black republican Presidential proclamations are all in violation of tbe Constitution, and not biading in morals Or law; and I trust (bat while maintaining your honor by vigorous and solemn protest, your practical good seoee will master the ingenuity of trick thus employed to disfranchise you. Doriog tba struggle, when there was an allegiance due to the then Southern Confederacy, tbese extra Constitutional oaths answered a purpose to the machinators, by preventing Confederates within Federal lines from exercising the franchise privilege; but now, when all agree to recog nize tbe Constitution of tbe United States as of old, it is not only, as it always was, a most audacious sacrilege to attempt to make any President's proclamation supercede it, but is purposeless, except for consolidation and despotism. Tbe Northern conservatives cannot stand by motionless and see established, upon pretext of punishing rebels, the agrarian precedent announced ia President Johnson's "disability" proclamation. What guarantee would they bava tnat tnis unscrupulous leveller wnen bard pressed for money to keep up his large army, asd to create a corruption fupdforhis re-election, will not appropriate to tba "Suta" all pc-aaaasions exceeding his republican limit of "twenty thousand dollars?" all wealth beyond being held disloyal, lie bas assumed tbe right to do tha one, and, if unchecked, he will do tbe other whenever "necessity" presses. You have tha power la direct the future. Possessing a maj irity at every pole south of Mason's and Di sou's line, allow no one to be returned to any office wbo will submit to assumption of, supeperior right on the part of tbe North, and who will not faithfully support tbe platform, "tbe constitution, with such amendment only as will give greater protection to minorities and geographical sections."' Tbe South cannot wait for national organization. The elections are ordered and are npon you, enabling you to take possession of your Slate Governments at oce. Then, call npon the men of tbe North wbo acknowledge your equality in the Union to meet you in convention in New York city before the Northern fall elections and there to organize with you a great national party, such as will deter the proHigate President and bis provoat spiaa fram laying their bratal bands upon unoffending men, women and children.
