The Herald said: " Hon. Roger A. Prjor, in bis Ashland Hall speech, while commenting on the reply of Mr. Douglas to the secession question propounded to him at Norfolk, wound up with the startling declaration that if a Preftident of the United Slates rihould baye the termerity to use force to prevent the secession of a Southern Slate or States from tbe Union, and no effort from any other quarter should be put forth to resist the I ederal power, be (Hojiur A. Pry or), solitary and alone, would be the Brutus to plant a dagger iu his heart. We earnestly hope, ere tbe end shal' come, it will be found tbat the Govern ment baa not yet done with , this brag" gart Pryor. Independence We print on this day the report of tbe speech of the late President Abraham Lincoln in Independence Hall, on February 1861, Washington's birthday, when he was ou his route to Washington for the purpose of bis inauguration. It was bis first speech in Philadelphia, and the portions which we have italicised give evidence both that he looked forward to the probability of assaxsination, and that what be said or did, he was, God willing, " ready to die by:" , ... "Iam filled with deep emotions at finding roynelf standing here In tbe place where were collected together the wisdom, the patriotism, tbe devotion to principle, from which sprang the institutions under which we live. Vou have kiadly suggested to me that in my bands is the task of restoring peace to a districted country. 1 can say in return, Bir, that all the political sentiments I eatertain have been drawn, so. far as I have been able to draw them, from the sentiments which originated, and were given to tbe world in this halt In which we stand. 1 have never had a feeling, politically, that did not spring from the sentiments embodied in tbe Declaration of Independence. I have pondered over the toils that wre eudured by the officers and soldiers of the army who achieved that independence I - have often in: quired of myself whnt great principle or idea it was that kept this Confederacy sti long together. If it can, 1 will consider myself one of tbe happiest men in tbe world if I can help to save it. If it can't be saved upon that principle, it will be truly awfuL But f this country cannot be saved without giving up that principle, I was about to say I would rather be assassinated on this spot than to surrender it. "Now, in my view of the present apect of affairs, there is no need of bloodshed and war. There is no necessity for it. I am not in favor of such a course, and I may say in advanoe that there will be no bloodshed unless it be forced upon the Government The Gov ernment will not use force unless force be used against it Prolonged applanse and cries of 'That's the proper senti ment' My friends, this is a wholly un prepared speech. We reproduce it, not on account of this. but with the simple impulse to lay before our readers tbe first word ever uttered in public in this city by Abraham Lincoln the more especially as they mark, the idea which had so frequently obtruded itself upon bis mind, that he might ultimately become the victim of sectional vengeance. . A thousand times better be Abraham Lincoln assassinated than this craven and depraved old man, who outlived his Presidency, and now outlives the respect of all good men. This thought occurred to ail and a shudder ran though our frames as we . thought that this hoary-beaded man, - Boota'a moral accomplK, once sat in the highest place of tbe Republic . - . ' , A New Orleans paper, speaking of the capture of Mobile, says: ' In this battle a novel implement of war was used, and one which, according to rebel statements, was most destruc tive. Gn. McArtbar bad half a dozen mortars made of tha gum tree, and they were ased daring tbe whole attack. One shell from a wooden gun is known tO have killed and wouuded eleven Confederate soldiers, and the rebels assert they were tbe most destructive guns used. Two of these wooden mortars have been brought to the city by Col. Thomas and dpt. McLean, and will be - open to inspection at tbe St. Charles Hotel to-morrow. It is the design of these officers to send thesa "new-fangled" guns to the Chicago Sanitary CommiHsion Pair, to see bow much they will bring in aid of tbe soldiers. W by authority," to these disinterested journalists in New York, tbat when the .Govern nor needs their council he will send for them, and also tbat if tbey will eome out here and expose their lives and property to the violence of disloyal men for a few months, as Governor Brownlow did, they will most likely ask leave to withdraw their advice.
