ThstC-pt. Houston, of the fiesper, landed his boat at Hark Grades for that purpo-e; also, that the arms were not the property of the Stato of Arkansas. Republican pipers, on the other hand. aert that they were destroyed by Jhe Ku Klux. The following particulars ot liie seizure were obtained in substance from Capt Jno. Ford, of tb.3 impressed tug Nettie Jones: About 5 o'clock Thursday afternoon the tug Nettie Jones, Captain John Ford, left the wharf for Fort Pickerioa, having a bnrge in tow, intending to return with lumber. The tug reached its destination and land ed at half-past 5 oclock. No one was ia sight, but theltne had scaroely been made fast betoro the spot was covered with men, all so securely n asked as to be unrecognizable. They were probab!? a hundred in number, and had evidently been concealed some time under the bluff. Without speaking a word they quickly boarded tho tug, took possession ef the pilot-house and engine-room, ordered Captain Ford to immediately start down the river, adding, by way of an incentive to promptness, that somebody m ght be hurt in cae of a relosal. Accordingly, he ordered one of the crew to cast off the line, and in a few minutes the tug was npidly steaming for President Island Chute. UDon takinar pofjession the new O 'lumaDder kept a viyilant eye on the crew, not allowing any one of them to leave his post fur-veo a moment. The engineer was not permitted to oil his machinery. The. mysterious passengers evidently feared te,, mu-ht suddeuiy put it out of repair. The head of the tug was held steadily down the river until approaching Cat Islaad, 25 miles below, near the-Arkansas shore. This was between 7:30 and 8 o'clock, anl Cpraia For i was ordered to run his tug aloag side the littie.steamer Hesper, wnich was tied up wooding. Dauii the trip the leaders informed Ford that they intended overhauling the llesper, destroying arms, but tfiat strict orders had been issued to the men to harm no one, and respect all other rrcp-rty-In 'obedience to orders. Captain Ford ran the tus alongside. This was no sooner aecompjished than, leaving two of their number in tdje pilot-house, two in the engine room, and one in the cabin, as a guard, the latier over one of the crew who had insulted tho leader, tho masked party suddenly sprang aboard the Hesper. Little or nothing was said, and the boarders, who evidently had an eye to business, placed the crew under surveillance, and commenced the work in hand. The gun boxes were broken open with axes and hatchets, the guns taken out and thrown into the river. Many were broken before being convened to the element. -A quantity of ammunition in the hold, marked sundries, was also thrown overboard. The boxes were shoved overboard after them, and many of them were seen by the passengers on the Mayflower, floating with the current. In half an hour tb.3 task was accomplished, and the party quickly returned .to the tug. leaving the Hesper adrift and in possession of all her crew, who remained, Capt. But before any one left, strict orders were jziven Captain Ford to remain iu the chute uutil dayiiijht. He did so, the tug not changing position until 7 o'clock yesterday morn.n. She then returned to the city, brinzin the first and only intelligeuce of what had occurred. Capt. Ford informs us that so5'n after the Hesper was boarded, several shots were fired, bat whether by the crew or the raiders, ho did not ascertain. Mr. Barclay attacked Hill, in front of the Planters' Hous. with a horse vbip, and inflicted quite a number of s-vere b'ows upon his head and face, Hill defending himself with a cane, striking Barclay several times. Hill received one or two slight enf on the hand from, a knife used by Barc'ay. No arrests were made. The affair grew out of some pleadint made by flill in a divorce case between himself aad hi- wife, in which he alluded to Barclay's wife ia an offensive way. WASHINGTON. The following is a correct and authentic statement of the present position of the question ot trade ia the British Provinces: The settlement of fishery disputes and the free navigation of the St. Lawrence Rivar. Mr. Thornton, the British Minister here, addressed a note to Mr. Seward, July last, calling his attention to the distressed conditioa of the peopfa of Nova S iotia, in consequence of their exclusion from our markets, consequent upon the termination of the reciprocity treaty, and asking him to enter into negotiations. Mr. Sevard referred Mr. Thornton's communication to Ir. McCullocb, Secretary of the t reasury. Mr. McCullocb replied that the treaty having been abrogated by the legislative branca of the Government, he considered it would not be advisab'e to resume negotiations until Congress should give some intimation of its de.-ire that they should be" ropened, and at the same time expressins; his (McCulloch's,) opinion that it was for the interest of the United Srates that the question of trade should be adjusted in some definite manner. The correspondence was sent by Seward to the Committee on Ways aai Means just before the July adjournment. - In rp!y to the Committee on Ways and Means, Mr. Seward informed them that die was ready to open negotiations Lor the new reciprocity trea'y wlieoever the committee should refer the subject 'o him.
