Several Ineffectual attempts were made on Saturday to pass over informally the Woods case and take up the regular business. Cr The Galena and Chicago railroad bridge s- at sterling, was entirely destroyed by the r freshet on Wednesday last. Three miles of v ths track were under water, and the road bed t' in many places gone. Her officers hare our thanks for late Louisville papers. OtrThe Governor Towell came from the Wabash yesterday, and after discharginz a portion of her cargo, started for Cincinnati. On her way up a deck hand fell overboard and was drowned. 07"" The packet Rainbow will bo down to morrow without fail and resume her old day in the trade. OrThe A. L. Fhotwell took on a lot of freight for New Orleans, yesterday evening. The stock of coffee on hand was low, amounting only to 90,000 bag. Incessant rains had interrupted the receipts by bad roads. Prices very firm. The sales for the month previous were 100,000 one half of which was for the United States. Sh'ptnentsin 1856 amounted to 2,167,253 bags. against 2, 292,007 in 1855. The pres.nt crop turns out an abundant one, though less than that of 1855. Reports of the growing crops are unfavorable. C We hear it rumored from across the river, that as soon as Mr. Buchanan has dis pensed his first class appointments to "the faithful" Ex-Gor. Powell will, or will not take the stump for Congress in the Henderson District all depending upon luck. Democratic State Convention assembled at Philadelphia; Johnson, North American, permanent President. CONGRESSIONAL. THIRTT-FOCBTH COSGBKSS SECOKD SKMIOIT, Washington, March 2. Sefate. Mr. Cass presented a joint resolution from the Legislature of Wisconsin, instructing their Senators and Representatives in Congress to resist the admission of any more slave States into the Union. Mr. Cass spoke at some length, defending his opinions. with regard to such instructions, quoting from his speeches made upon the same subject in 1850 'and 1851. He acknowledged in those speeches the right of instruction with certain limitations, but declared that what was assertted in the present resolution was correct, both in regard to his colleague and himself in relation to the acknowledgment of the doctrine of the rizht to instruct The resolutions were, on motion of Mr. Stewart postponed till Mirch 10th. House. A joint resolution to aller the rules prohibiting the sending of bills from one House to the other, or presenting them to the President for his approval, on the last day of the session was passed. 7 he motion to suspend the rules, passed. i he Senate bill making aopropnations for the construction of ten sloops- f-war, was defeated, riot receiving a 's vote. sEXATt loombs of the Judiciary Com mittee, to whom was referred the resolution instructing them to inquire into the proper. construction of the Congressional Committee compensation act reported their opinions were in all cases, members are elected after the first day of the session, their compensation does not commence till the time of his election, and is not to be counted by the rate prescribed by law, until tho end of his term. Report agreed to Dodge presented the credentials of Doolittlc snd Cass those of Bright the former elected Senator from Wisconsin, and the latter of In diana, for six years from the 4th of day this month. House. Campbell of Ohio, reported from the Committee of Ways and Means, a bill to deposit surplus revenue, reservtng $2,000 000 with the States to bo refunded when the blic exigencies require, passed 119 to 70 votes. The most disastrous conflagration that has occurred for a long time, broke oat at the corner of Water and State streets, at 4 o'clock this morning, originating in the building occupied by St. Clair & Harris, wholesale grocers, their loss $2o,000, insured for $15,000. Hubbard & Co., furnishing goods, lost $12,000; insured for $9,500. Hale & Co., hair factory, $5000; no insurance. Tuttle, Hebbard & Co., wholesale hardware, whole stock destroyed, oss $150,000; insured for $120.000. Jewell iV Root, stove dealers, loss $50.000; insured for $25,000.
