Nobody is wiser ra reading what those high functionaries say on this subject than they were before, as to any practical fact, looking to the accomplishment or beginning of the desiraUe result'’ Yes, so far as any suggestions from those in authority art concerned, the people are jost as much at sea upon the financial questions as liefore that light was thrown upon them. The President makes one suggestion upon currency affairs, and if it was practical it would be so plain that it could not foil to be understood, but bis ideas are so ambiguous or obscure that a discussion was at once opened as to his real meaning. He says that he sees but one way to put aa immediate stop to the fluctuation'in the value of currency, and that is to authorize tha Treasury to redeem its own paper at » fixed pries whenever presented, and. to withhold from ^ circulation all such currency redeemed until sold again for gold. this may be the panacea for at! oar financial ills—the suggestion, if carried out, may be the philosopher's stone that will change our Treasury rags into Bnxrov’a mint dsops, but the moduioperamk is conveyed so muddily to the public comprehension that the people fail to sse it, however clear the idea may be to its aathdr. There may be sufficient financial wisdom in this Radical Ceng peas to evolve some financial scheme that Will lead the country out of its embarrassments and troubles, but thus for the representatives of the administration and of the party in power, instead of throwing light upon the financial questions, have only darkened counsel. The great mass of ths people may rest assured of one thing, and that Is, their interests will not receive much consideration from those now high in authority. The administration and the leaders of the party in power ur» committed to the financial policy, whatever it may be, that is dictated by the money and monopoly . interests of the country. Ths President is indebted to that class for his present position, and he has a very quick anfi keen apprehension of which side his bread is buttered. As the Ledger remarks, as to any practical fact looking to the solution of oar financial troubles or even the beginning of the desirable result, the people will look in vain to the President’s message or to the report at the Secretary of the Treasury.

Water* Works.
On the 15th of November an ordinance •was passed by the City Council “authorising She water-works company, of IddianapallR, to construct, maintain and operate Water works," etc., and the company was given thirty days to file an acceptance of the ordinance, if they concluded to operate under it. The limit has about expired, and we understand the com paay are unwilling to accept the ordinance, or charter, as it now sUnds. The company are ready to go on and construct Waterworks, if they can have the privilege of using the stmt*, alleys and public grounds of this tity, that are now or may hereafter he laid out, for the purpose of laying down pipes, conduits, water ways and other structures for the conveyance, ia and throughout the city, of pure water for the use of said city and the inhabitants thereof. They are willing to accept the ordinance if tie fourth, filth, sixth, seventh and eighth sections are stricken out, so that there will be no conditions, obligations or contract beyond the city granting to the oompnny the privilege of laying water pipes and conduits throughout the public thoroughfares and grounds of the dtp, and they do not even ask that as an exclusive pri vilege. They ace willing to construct \be works, and trust the certainty of the supply and the purity of the water as the inducements for its public andptivate use. They are willing So add to thecharter as thus amended the provision or condition that no exclusive privileges are granted the company, and that the Council reserves the right to graat similar privileges to any other company that may Wish to
construct water works.
We are informed that the Company, if such privileges are granted them, propose to proceed at once with the constructsoa of tbb works, which will cost not leas than $300,000. d’uklng tho entire risk Of the results, they think that they ought not to be hampered by any conditions, or embarrassed by restrictions. If they succeed in tarnishing pure water, in ample supply for all public and private Uses, they expect, as a matter of courae, that they will be compensated by public and privutq patronage. There is a good deal of objection to the Holly system of water works—the system under which this company proposes to construct their works. We are among those who believe that Jhe pUa is not adapfod to .pcqnxaencr, and that the dly should - not erect water-works under that system. But this is not the issue presented-. The "water-works company,’’ organized under the ordinance referred to, are willing to assume the risk, and there are capitalists who have confidence edolyfli in the Holly plan to loan their money to the company. They propose to invest three hundred thousand dollass in the f enterprise, ■' v thus illustrating their faith by thejr works. And are the citizeps willing that Ijic experiment shall be mads without any cost to them, the company only asking the use of the streets, alleys and public grounds to lay their pipes, conduitd pad water ways? In obtaining these privileges there may be a cat in the meal tub, but it seems to us that it would be churlish, shortsighted, and as exhibiting a lacleof enterprise, public spirit and a due regard for the welfare of the city, to refuse such a requisite, especially as the rights and interests of the city would be protected in the wording of the grant of the privileges the company now ask for. We iqnst confess that we can see no good ( ground for refusing the privilege* that the company now ask, and that in its present shape, if good faith is in traded, that many of the objectionable - featarsa of the

They acknowledge no outside pressure, and confess to no extraneous influences. They claim to be the arcbitecteof their own fortunes, and baee their success in trad* on their own -wisdom and
economy.
Trad* is the legitimate result of combinations, as commerce is built up by the concentration of capital. Individual effort is like a reed shaken in the wind, and can only beeeen in the.forces of iu aggregation. Hence the merchant* of this stmt may count en an iaersase of easterners in the addition ef every new house which may be opened on the street. It will not matter what its specific stock may be, it. is one more house on the street, and must give additioaal character te its wholesale attractions. Eighteen months ago the china, glass and queensware bouse of Scott, Want*Go. was opened at X*. 37, oa this street, and it was- feared by many that the large additional capital in this line would not be suxUined. But the result has been that the salat of thia bouse have been larger than any other house in the same line, save one, either hi the State of Indian* or Ohio. That competition which would overdo the retail trade only build* up the wholesale, because it gives out the idea to theirparShasttt that they can get everything they want to All up their stocks, and heaee they {flock In from every part'of the country, and from different States and Territories, by the thousands.
