RICH GRITJINS I EVADING HEAVY TAXPAYMENTS — . Assessments Dissipating Some of England’s Largest Fortunes By Arthur F. Degreve. I'P Staff Correspondent London, Oct. 2b.—fU.PJ —Taxation is dissipating some of Great Brit--1 ain’s oldest and largest fortunes,[ ■transferring the ownership of vast! 1 estates and discouraging the am- ! assing of wealth, a survey by the > United Press have revealed. The death duties are the most[ I keenly felt of ail taxes, they rank ' second in the list of the govern-j Intent's sources of income. The 1930 i I budget revealed that more than; ■ 1,000.000.000 was expected from | estate duties. The huge landowners have evolv- | ed sevt ial means of defeating this [taxation. The most popular is to [ i convert existing ownership into pri! [rate limited Lability companies, lai this way the most of operating the[ ! companies can be deducted froml [the income tgx paym nts, the| .amount of taxation reduced during 1 I life and d ath duties avoided. Estates Protected It likewise has the added inducei ment of protecting th estates from reckless heirs extra vagauc s. Among those titled owners who have transformed their estates into private liability companies have been the Dukis of Buceleuch. Devonshire, Grafton. Leinster, Marlborough. Ruthland, ami Sutherland; Marquis of Zetland; the Earls of Berkeley. Darnley. Harewood, Moray, Ossary, Roseberg. Spencer and Strathmore and Viscounts Novar, Ullswater and Wembornc. v Another plan is transferring property to a younger member of the family, if the transfer is made six ■ months before death, ths estate is 1 | not subject to death duties. Others a:e selling outright their i holdings and living on the capital,! which is not taxable. In 1927, | 1 Lord Derby, one of England's j | wealthiest peels and greatest I sportsmen, sold Lancashire prop I erty for $8,500,000 and explained he | did it because his son would have I had to sell more to pay death duties ! at his passing. Standard Rate The standard rate of Income tax increased from 20 per cent in 1929 to 22% per cent in 1930. The lower incomes, however, virtually were not affected by the increase and in some cases actually pay less. Life insurance pr miums are an important factor in relieving the amount taxable. An amount, equal to 10 per cent of the premium paid can be deducted Bom the tax otherwise payable. Tlr maximum amount of .premiums subject to this relief, howeveb is a sum equal to one sixth of the total income. Many pt' the large landowners have been forc'd ,to sell th ir estates to tenants in order to pay I the huge death tax. the recent retirement of Lord Durham from racing is said to haw? be u due to a large extent to the necessity of selling some of his stable to pay i death duties of more than $3,500,-
